Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Geiger Pump and Equipment Company for ITT AC Pump seal parts 52-110-425-803 (Mechanical Seal) and 52-106-037-001 (Shaft Sleeve) for the Center for Neutron Research at NIST, Gaithersburg, Maryland. The reactor used by the Center for Neutron Research utilizes four main D2O pumps. The pumps are original equipment, which are no longer manufactured. The four pumps are single-stage, shaft-sealed, centrifugal pumps operated in parallel to circulate the primary coolant from the reactor vessel to the main heat exchangers. The pumps are essential to the continued operation of the reactor, therefore it is imperative to maintain a supply of replacement seal parts at NIST, Gaithersburg, Maryland. ITT AC Pump, the original manufacturer of the pumps, will make the parts to order and distribute only through Geiger Pump & Equipment Company. The schematics for both the required mechanical seal and shaft sleeve are proprietary, and Geiger is the sole authorized distributor. These parts are unique to the specific pumps owned by NIST and utilized in the reactor; therefore ITT AC Pump replacement parts are the only parts fully capable of integrating into the existing pumps. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 333911 and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 5:00 p.m. (EST) on July 14, 2015. Inquiries will only be accepted via email to melissa.schroeder@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
