- Specifications Sheet Brand Name Justification Provision and Clauses The Drug Enforcement Administration has a requirement for hard drive recovery tools for the digital evidence laboratory in accordance with the items listed in the attached specifications sheet. In accordance with Competition in Contracting Act, 41 USC 253(c) (1), as implemented by FAR 6.302-1, a Brand Name Justification is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. The Government anticipates award of a single, firm fixed price purchase order in accordance to FAR Part 13. This requirement is a total small business set-aside. The applicable North American Industry Classification System (NAICS) is 541519, Information Technology Resellers/Other Computer Related Services. All quotes will be evaluated and an award will be made to the responsive, responsible offeror whose quote is determined to be the lowest-price, technically acceptable offer. The following ratings will be used to evaluate the technical factor: Acceptable- The quote clearly meets the requirements of the attached specifications and can provide ALL or NONE; Unacceptable -The quote does not clearly meet the requirement of the attached specifications and cannot provide ALL or NONE. All applicable provisions and clauses are attached. Questions shall be submitted electronically to Alejandra.L.Monteagudo@usdoj.gov no later than Tuesday July 8, 2015 at 11 a.m. EST. Questions and Answers will be posted as an amendment to this solicitation by Friday July 10, 2015. Quotes shall be submitted no later than July 15, 2015 at 11 a.m. EST. Quotes received after the referenced date and time will not be considered for award.
