- Rationale Justifying Intent to Use Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. (FAR 6.302-1) InSynergy Engineering, Inc, as the designer of record, is the only qualified contractor capable of providing technical analysis, interpretation and modifications to the existing design. Additionally, they are the most cost effective supplier for additional related work as they possess intimate and working knowledge of the project scope, basis of design, and associated technical assumptions. As the project designer of record, InSynergy Engineering, Inc. is therefore ideally suited for providing timely and detailed technical resolution to multiple pending project RFIs. Task Order 0009 under Contract N62742-11-D-0005 (A and E IDIQ) was issued to InSynergy Engineering, Inc. to provide A-E Design for the design-bid-build effort. However, the task order did not include provisions for PCAS, and no other option for ordering these follow-on services exists for the requiring activity. All sources, believing themselves responsible, may submit by email a complete SF330 capability statement, which shall be considered by the contracting officer. The SF330 must be received by July 31, 2015, close of business local time, to be considered. The contractor shall be providing professional services by licensed engineers (P.E.), including: (a) reporting, (b) office consultation, (c) submittal reviews, and (d) other miscellaneous activities associated with PCAS services. Additionally, review and instruction on complex, design-unique RFI from third-party contractors is required. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The estimated price for this planned procurement is between $200,000 and $350,000, to include all costs of professional labor, reproduction, travel, and other direct costs, on a Firm Fixed-Price contract. Performance is anticipated to be immediate upon award and continuous through August 22, 2016, at the earliest.
