- The Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to award a sole source firm fixed price (FFP) contract to L-3 Communications, 7640 Omnitech Place Victor, NY 14564-9782 for eight (8) each of the following items: (1) GCS-1512EX-04T (Description: 1.2M, X-Band, 40W); (2) 1512-SSK-01T (Description: Hawkeye III Lite System SSK); and (3) 1512X-SSK-02T (Description: Hawkeye III Lite SSK, X-Band Kit, 40W). The systems are commercial off-the-shelf (COTS) items. All prices will be evaluated at time of award. This action is unsuitable for full and open competition for the following reasons: The system is the only system which, based on government testing results, meets the necessary commercial and military band certifications and weight restrictions. The end items purchased were specifically tested as part of the Deployable Joint Command and Control (DJC2), Rapid Response Kits (RRK) and are the only systems that have been certified through interoperability certification. The systems being procured are manufactured and distributed solely by L-3 Communications Glovbal Comms (GCS), Victor, New York. Currently, no other source meets the certification requirements for interoperability with DJC2 RRK. The COTS items being purchased were specifically tested, evaluated, and certified as part of the DJC2 RRK by the Naval Network Warfare Command. Other COTS items would require extensive engineering testing and certification which would result in the required deliverable dates not being achieved. Delivery is required 14 weeks after contract award. Delivery will be made to the Receiving Officer, Naval Surface Warfare Center Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. Interested offeror(s) wishing to qualify items for future procurements may submit request(s) for qualification, via e-mail, to Contract Specialist, Michelle Cohn, at michelle.cohn@navy.mil. Requests must be marked with this synopsis designation number and should include the offerors name, address, telephone number, commercial and government entity (CAGE) cage code, point of contact, and clearly identify the offerors capabilities. Request for qualification shall be provided on or before 1600 (CST), 10 July 2015. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely with the discretion of the Government. The Department of Defense will no longer award contracts to contractors not registered in the System for Award Management (SAM) database.
