- Sources Sought Synopsis Internet and Cable Television Services The U. S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), Albuquerque Complex is conducting Market Research through this Sources Sought Synopsis for information and planning purposes to identify qualified and experienced sources for an anticipated Firm-Fixed Unit Price contract under the NAICS Code 517110 ? Wired Telecommunication Carriers, size standard of 1,500 employees. It is anticipated that the period of performance will be for a period of five years beginning on or about November 1, 2015. The goal of this synopsis is to obtain information on the availability of businesses that could provide internet and cable television services at the NNSA Office of Secure Transportation (OST), Transportation Security Training Center (TSTC) located on 4th Avenue in Fort Chaffee, Arkansas, 72923. The services being requested are described in more detail in the attached DRAFT Statement of Work (SOW) entitled, ?Internet and Cable Television Services.? Submission Requirements: Interested parties shall submit a Capability Statement that clearly addresses your corporate capabilities. The capability statement is not to exceed 3 pages and shall at a minimum address the following: (1) Name of Company; (2) Company Address; (3) Point of Contact Information (Name, Telephone Number and Email Address); (4) Business Size (e.g. Large Business, Small Business, 8(a) etc.); (5) Confirm whether the internet and cable services can be provided under a monthly firm-fixed unit price to include any associated taxes; (6) It is the Government?s understanding that the internet and cable television services being requested are commercially available, please identify standard commercial terms and conditions typically associated with these services; (7) If you believe the services identified herein are of a type not offered and sold competitively in the commercial marketplace and based on market prices and are services exclusively provided to the Government please provide rationale as to why. (8) Describe experience and past performance with similar types of requirements of similar scope and magnitude and whether they were performance-based and include the contract number, Government agency name and address and contract funded amount. (9) Describe process and timeframe for repair/outage support provided for the services being requested. (10) Identify whether company currently has a GSA Federal Supply Schedule that can provide the identified services to include Schedule Number, SINs applicable to the identified work, contract number and expiration date, and number of options period remaining. (11) Do not include promotional material. This Sources Sought Synopsis is not considered a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Market research is being conducted at this time for the sole purpose of determining interest and capability of potential sources currently available to meet the needs of NNSA?s Office of Secure Transportation. Statements of Capability received in response to this notice will not be considered as a quote/proposal. Availability of any formal RFP will be announced separately. Any cost incurred as a result of this announcement shall be borne by the Contractor and will not be charged to the Government for reimbursement. Responses to this Sources Sought Synopsis must be received no later than 4:00 PM, Mountain Time on July 15, 2015. Responses shall be e-mailed to Molly Fine at Molly.Fine@nnsa.doe.gov. Note: All interested parties must be registered in the System for Award Management (SAM) to be eligible for an award of Government contracts. Interested parties must also be registered under NAICS code 517110 ? Wired Telecommunication Carriers in their SAM.Gov profile to be considered eligible for a Government contract award.
