Description

The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia, intends to solicit on a sole source basis with Hewlett-Packard Enterprise Services, Inc. of Herndon, VA to provide the Bureau of Naval Personnel Production Management Office (BUPERS-6, PMO) software development and technical consulting services to enable the Navys core supply chain system, Navy Training Quota Management System (NTQMS). The Navy intends to solicit for a Cost-Plus-Fixed-Fee type order. This procurement is a sole source acquisition with Hewlett-Packard Enterprise Services, Inc., under the authority of FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 541511. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement no later than 3:30 PM on 02 July 2015. A determination by the Government not to compete this proposed purchase order, based upon responses to this notice, is solely within the discretion of the Government.
