- This requirement is 100% small business set-a-side requirement. The Internal Revenue Service (IRS) is purchasing a book titled "Bluebook: 2015 Uniform System of Citation", 20th Edition, ISBN: 9780692400197. Looking for 1038 copies, to be distributed to the IRS Chief Counsel Library and field offices in CONUS to include Hawaii. Interested parties may submit proposal which shall include price of book, whether delivery is FOB Destination or origin. Payment terms, Duns number, any additional processing fees, and estimated timeframe for delivery, and vendor must be actively registered in System Awards Management (SAM) at time of award. Vendor must also include invoice payment Point of contact (POC), to include full name, telephone number and e-mail address. All Treasury contractors are required to register in System for Award Management (SAM) database at time of award.
