Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technical Laboratory (NETL) intends to award a purchase order on a sole source basis to Carnegie Mellon University (CMU) for a one year consortium membership in the Center for Electron Microscopy and Materials Characterization and access to the Electron Microscopy facilities at CMU for the period of 09/15/2015 ? 09/14/2016. This is considered a sole source to CMU because to the best of the NETL?s knowledge, CMU is the only known source that has unique capabilities which include transmission electron microscopy, analytical scanning transmission electron microscopy, focus ion beam and electron beam microscopy, wavelength dispersive x-ray scanning electron microscopy, x-ray diffraction, environmental scanning electron microscopy, etc. CMU also has one-of-a-kind pieces of equipment such as the Titan microscope and a Plasma FIB SEM. N ETL?s requirement is that the facility must be within reasonable commuting distance of the NETL Pittsburgh site and allow for regular access to utilize the microscopy facility for research activities. CMU is the only source for this service which will allow NETL to join the collaboration through a consortium membership and have access to electron microscopy facilities. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:30 PM ET on July 14, 2015. Responses must be submitted in writing to the purchasing agent, Lora Stumpf, via email at stumpf@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
