- Sources Sought Synopsis MMIII ARM/DISARM (A/D) Switch Repair Sources Sought Title: ARM/DISARM (A/D) Switch Repair Post Date: 01 July 2015 | Response Date: 31 July 2015 NOTICE: This is not a solicitation but rather a Sources Sought to determine potential sources and is for information and planning purposes only. Please see disclaimer. Synopsis 1. NOTICE This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The government will use this information to determine the best acquisition strategy for this procurement. The government is interested in all small businesses to include 8(a) Service-Disabled Veteran Owned, HUBzone, and Women-Owned small business concerns. The proposed North American Industry Classification Systems (NAICS) code is 336415. The Government will use this information to determine the best acquisition strategy for this procurement. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of business, e.g. Services Disabled Veteran Owned small business, Veteran-owned small business, 8(a), HUBZone, Women Owned small business, Small disadvantaged business, or small business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described here in. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 1.2. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. A Determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement. Background Repair capability is required to support the Minuteman III (MM III) missile system. A/D switches control the initiation circuits for stage separations, thrust vectoring and roll control, and missile thrust termination, and must continue to operate with high reliability. Qualified vendors are being sought for the repair and testing of these switches. Repair services will be managed from the ICBM Systems Directorate (AFNWC/NI) located at Hill AFB, UT. Hercules Powder Company (later acquired by ATK) was the Original Equipment Manufacturer of the Minuteman (A/D) switches. Although originally developed in the 1950's and 1960's for the Minuteman I, they were previously manufactured and refurbished by ATK Elkton during the last Propulsion System Rocket Engine (PSRE) Life Extension Program (LEP) (2002-2012). After the A/D switches were taken off the missile (by AF or ATK personnel), they were shipped to ATK Elkton to undergo the refurbishment process outlined below. Contractors may reference TO 11A15-6-3, Overhaul Instruction with Group Assembly Parts List, Arm-Disarm Switch, PN 7300, for additional details as desired. Notional Repair/Refurbishment Process  Receiving Inspection including test  Disassembly (including disconnection of electrical connections)  Internal/External cleaning (including electrical connection points)  Replace all soft goods  Re-solder all connections  Connector Assembly Replacement (Only as Required)  Standard reworks (i.e. actuator, indicator assay, SMH leak, SMH thread insert, etc) - Can occur at any time in the process  Actuator troubleshooting or project engineer troubleshooting and rework/test - Can occur at any time in the process  Clean (again as required)  Pre-ATP  ATP  New Labels, O-Rings, Cap Plugs  Repackage unit  Verification testing This effort will require the repair/refurbishment and test of approximately 158 A/D switches, Part Number 7300-13, that have previously failed testing. Each repaired/refurbished A/D switch will be tested by the contractor to verify the unit operates as required. The estimated contract award is FY16 and the estimated initial unit need date is April 2017. Provide details of environments, qualifications, and industry standards for which the product(s) were previously used or tested. Tell what quality controls the company uses. Section II: Technical Capability (8 page max) Each response should include information regarding product capabilities, design, product specifications, and compliance/certification with industry standards. Specifically outline included/excluded functions called out in Section II that can be provided by the respondent. Include information on Industry Standards or Qualifications of product. Describe the systems, tools, and firm's capabilities. Describe any additional equipment or resources required to accomplish this effort. 2.1 System Interface The A/D switch is a motor driven hermetically sealed rotary switch that provides an electrical path to arm and initiate an ordnance train. 2.2 Functional Requirements There are five A/D switches per missile where they mechanically and remotely complete or interrupt an electrical circuit. In the armed position it provides a direct electrical path for current to the ordnance device. However the A/D switch cannot be armed mechanically. A safing shaft assembly (commonly known as a safing pin) prohibits inadvertent electrical arming. The A/D switch prevents inadvertent initiation of the Staging subsystems, 1-2, 2-3, and 3-PSRE, Stage II Liquid Injection Thrust Vector Control (LITVC), Roll Control subsystems, and all isovalves on the PSRE. Section III: Additional Information (4 page max) Please provide feedback and additional information that might fit the requirements described in Section II. How much development, if any, would be required? Also describe any interfaces or modifications required to meet the needs described herein. Provide a timeline on how long the repair process will take. Provide any available information regarding cost range, to include feedback, cost estimates, and/or suggestions to control cost. Also, provide details of product manuals or procedures documentation and/or capability to write/provide technical manuals.
