- New Bedford Hurricane Barrier Rehab Wiring and Limitorque Operators Pre-Solicitation Notice. The U.S. Army Corps of Engineers, New England District will be issuing a set aside for certified small business contractors for the rehabilitation of the wiring and the Limitorque Gate Operators at the conduits through the New Bedford rock dike, as part of the New Bedford-Fairhaven Hurricane Barrier, located in New Bedford, Massachusetts. The NAICS code for the work described below is both 238210 and 333517. The project is planned to be issued in July 2015 as a Small Business Lowest Bid award. The construction will extend over several months during the fall of 2015. Cost will be in $100,000 to $500,000 range. This procurement will be utilizing quote mark Definitive Responsibility Criteria quote mark in relation to the Lmitorque Operators that the low bidder will be requested to submit information showing that they are qualified to perform this work. Any responsible source meeting this standard may submit a bid to be considered by the New England District. This project consists of the following components: Replacement of one conduit gate operator Evaluation of three additional Limitorque conduit gate operators by an Approved Service Center to include a written evaluation report Complete disassembly, cleaning, inspection, replacement of gaskets and seals, lubrication, testing, painting of the exterior case and reinstallation of the remaining three operators Associated electrical power and control wiring work to include the disconnection, removal and replacement of all power and control wiring for the four (4) conduit gates. Power wiring shall be completely provided and connected and tested for all four gates. The control wiring shall be provided and connected at each gate. The control wiring shall be brought into the building via the existing conduits and brought to an existing pull box on the Main Level of the Operating House. Final control wiring connections shall be by others. Only two gate operators can be out-of-service at any one time Please note this solicitation is set aside for certified small businesses under the applicable NAICS code 238210. This is not a request for proposals at this time, the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about 15 July, 2015. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov).
