Description
This serves as a Notice of Intent to increase the Malmstrom AFB COCESS (Contractor Operated Civil Engineer Service Store) contract ceiling (contract number FA4626-12-D-0001) an additional $3M from $12M to $15M. Due to task orders awarded in FY14 and prior years, the IDIQ is at or near exhaustion of capacity prior to expiration of the performance period, 30 Sep 2016. Additional capacity is requested to award task orders as well as to support any unforeseen contract modifications on existing task orders. Approval through proper Air Force channels to increase the capacity on the COCESS contract will be obtained. It is in the best interest of the Government to minimize project funding risks by increasing the COCESS for the execution of FY15 planned tasks. Malmstrom AFB COCESS was competitively awarded in September of 2011 to National General Supply under Full and Open procedures. The contract included one base year and four option years. The COCESS contract had an original contract ceiling of $12M over a five-year period. This original ordering period of the contract with options expires 30 Sep 2016 and will not be extended. Due to high demand for supply items under this contract, the capacity of $12M will soon be reached. The intent of this action is to increase the contract ceiling in order to allow adequate time for a follow-on contract to be competed without interrupting the agency's mission. Based on the projections of upcoming projects, an increase of $3,000,000 is required. This increase is to cover within scope changes and to perform existing and planned tasks until the new procurement is awarded, anticipated for 30 Sep 2016. The 341st Contracting Squadron is currently in the acquisition process to award a follow on contract under Full and Open procedures. All required specifications are being prepared and reviewed. If the capacity increase is not approved, a lapse in execution of task orders will occur, resulting in delays in providing operational facilities and failure to adequately support the mission at Malmstrom AFB. The main projects to be awarded under the COCESS contract, based on approved capacity increase, are: Red Horse Troop Training Projects including; Missile Alert Facility Helicopter Refueling Pads, Repair TMO Parking Lot, Repair Perimeter Road Pavements, Construct Snow Barn, Repair Missile Alert Facility Monitoring Wells, and Pave HICS Warehouse. Additionally numerous in-house Civil Engineer facility repair projects utilizing supplies purchased through COCESS. This notice of intent is NOT a request for competitive proposals; however interested sources may identify their interest and capability to respond to the requirement within 15 days after the publication date of this notice of contract action. All information received within the 15 days will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
