Description
The Department of Veterans Affairs National Cemetery Administration (NCA) anticipates awarding a firm-fixed price Design-Build contract based upon a two-phase Design Build selection procedure. This Pre-Solicitation Notice /Request for Qualifications (RFQ) represent Phase I (One) of the II (Two) Phase process. To be further evaluated, firms must submit information in response to the criteria established in this RFQ by the specified due date and time. The North American Industry System (NAICS) Code for this requirement is 237990, and the U.S. Small Business Administration Size Standard is $36.5 Million dollars. This project is 100% Set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). To be eligible for award the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: Those desiring to receive an award from this solicitation must be registered at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered : the VIP database will be checked both upon receipt of an offer and prior to award; firms must be currently registered in the System for Award Management (SAM) database at www.sam.gov and have completed online Representations and Certifications prior to contract award; www.cpscontractor.nih.gov and www.vets100.vets.dol.gov/. The Scope of Work includes the Design Build of a 7,500 Niche Columbarium at Florida National Cemetery. The purpose of this project is to design and construct a 7,500 niche columbarium on burial section 615 at the existing cemetery. The Contractor shall recommend the most appropriate location for the new columbarium, all associated access roads, walkways, landscaping, site infrastructure, and irrigation within the project site. In the design of new work under this contract, the DB team shall consider all requirements (other than procedural requirements) pertaining to: 1.Zoning laws 2.Environmental and erosion and sediment control regulations; and 3.Laws relating to landscaping, open space, minimum distance of a structure from property lines, historic preservation, aesthetics and other similar laws of the State and local political division, which would apply to the project if it were not to be constructed or altered by the U.S. Government. The contractor's design will be based upon NCA's design criteria and program guide located on the VA website and a similar Schematic (SD) drawing, project requirements narrative, and Performance Technical Specifications (PTS) that will be provided in a subsequent Request of Proposal (Phase II). Contractor recommendations for creative cost savings and/or quality-enhancing design solutions will be considered via the later RFP/Phase Two process. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $5,000,000 and $10,000,000 in accordance with VAARS 836.204. The Contract Duration is four hundred fifty-five (455) calendar days from issuance of the Notice to Proceed. The contract provides for preparation of Design Development (DD) and Construction Documents (CDs). The Design Build firm A/E who prepares the construction documents shall be a professional architect or engineer licensed in the State of Florida. The professional seal indicating such license by the state shall appear on the final construction documents. The architect whose seal is shown will be known as the Architect of Record. Record (redline) hard copy drawings and As-Constructed AutoCAD files drawings will also be required upon construction completion. All Design-Build (D-B) firms must have Phase I packets submitted to the Department of Veterans Affairs Vendor Portal on or before July, 2015 at 3:00 PM/EST. The instructions to register to the vendor portal are attached. Offeror packets will be evaluated based upon the following criteria in descending order of importance: 1.Firm's Technical Approach to the scope of work, (do not include detailed design or excessive technical information). Demonstrated ability to provide innovative, cost effective design and construction solutions, with emphasis and a commitment to improving on the initial design concepts without adding to the overall project cost; 2.Specialized experience and technical competence: a.Show experience as it relates to same or similar requirement (i.e. niche-columbarium, crypts); must show experience with design build construction projects for the A/E and the construction firm. b.Extent of design/build experience, especially experience that the Offeror's current A-E/construction company partnership have working together; c.Composition of the proposed key staff i.e. Project manager, design manager, and other key personnel. 3.Project Understanding: knowledge and understanding of project issues and risk. Explanation of how the offer proposes to ensure success of the project. 4.Past performance: Demonstrated record of performance; including completion schedule, quality of work, and completion within budget and ability to effectively schedule and manage a multi-disciplinary work force; ? SUBMISSION REQUIREMENTS - Past Performance Questionnaire The Offeror shall provide past performance information for each project provided under specialized experience. A completed Past Performance Questionnaire (PPQ), attached at the end of this solicitation must be provided per the following guidance. PPQ must also have contact information of the reference. a.The respondent must be familiar with the project, but not affiliated with the Offeror. b.The respondent must be able to provide an independent evaluation of the Offeror's performance on the referenced project. Design-Build (D-B) firms/teams that meet the requirements of this announcement are invited to submit a Standard Form (SF) 330, U.S. Government Architect-Engineer Qualifications, to the office indicated above for Phase I evaluation. The SF 330's are formatted for Architect-Engineer (A-E) and related services, but this form will be used for both design and construction qualifications. The SF 330 can be downloaded from the forms library section at the following website: "http//www.gsa.gov Please upload the request for qualifications to the DVA's Vendor Portal on or before July 15, 2015 by 3:00 PM/EST. Five (5) of the most highly-qualified Design-Build (D-B) firms will be short-listed to participate in Phase II of this Design-Build (D-B) selection process. Debriefings of successful and unsuccessful firms will be held after final selection has taken place and will be conducted, to the extent practicable, in accordance with 15.503, 15.506(b) through (f), 15.507(c), and 15.506(d)(2) through (d)(5). Note that 15.506(d)(2) through (d)(5) do not apply to architect-engineer contracts In Phase II, the firms short-listed will be sent the Request for Proposal (RFP) which will contain the Schematic Design Drawings, Project Requirements Narrative, Performance Technical Specifications (PTS), and evaluation criteria for technical and firm-fixed price proposals. Offerors will be asked to prepare a proposal that may include design enhancements/cost-savings measures, and a project management plan, describing the contractor's management philosophy, schedule, team organization, and quality control as part of the Phase II technical proposal. The RFP will not require design drawings as part of the Phase II submittal. A price proposal will be required along with the technical and management proposals and a sub-contracting plan. Short-listed Offerors will be asked to submit both a technical and price proposal based upon evaluation factors identified in the RFP. Award of a single contract will be made to the Offeror with the Lowest Price Technically Acceptable (LPTA). Debriefings will be made available after contract award. SUBMISSION REQUIREMENTS: Firms that fully meet the requirements described in this announcement are invited to submit a Letter of Interest and a completed SF 330 for each firm, a Team SF 330, and an organizational chart of the team. The organizational chart shall include names of the key personnel, firms, disciplines, roles and responsibilities and/or technical expertise. Submission of any additional supporting material is encouraged, but only the extent that it graphically (via drawings and photographs) and further substantiates the relevant project work specifically described on the SF 330. Additional information should not exceed Twenty (20) double-sided pages. It is recommended that submissions be spiral bound and assembled in a manner that chronologically corresponds and addresses the Technical Evaluation Criteria. Submissions received via e-mail or facsimile will NOT be accepted. Responses must be received by July 15, 2015 at 3:00 PM/EST. Note: Architect-Engineering (A-E) firms that were involved in the preparation of the preliminary planning for this project are not eligible to participate in the subsequent Design-Build (D-B) process.
