Description
NASA/JSC has a requirement for Corrosion surveillance report. NASA/JSC intends to purchase the items from Exponent, INC. Exponent is uniquely qualified to provide this service because of their expertise in failure investigation and defect identification in lithium ion systems using computed tomography (CT) methods. Exponent has extensive experience in applying CT methods for a range of similar commercial products including the identification of a unique feature in the particular product line of electrochemical cells used in a particular human spaceflight application. Since identification, the feature found in this product line has been periodically monitored in 2009, 2010, 2011, and 2013 to determine progression and rate of occurrence. Maintaining consistency through application of the proven inspection methodology, and the analytical processing of the inspection data is critical to providing early indication of the life-limiting nature of the feature. Being able to identify when failure is to occur in this critical component of the solitary life support power supply for the spacesuit is crucial to astronaut safety and continued maintenance operations of the International Space Station. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 8, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
