Solicitation being issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov. Proposal documents are available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications are available and attached in Adobe PDF format; drawings are available and attached in PDF format. Plan holders will be required to visit the website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Please Note: Paper copies of the solicitation will not be made available. Prospective offerors desiring to conduct business with the DOI are requested to be registered in the Systems for Awards Management (SAM) at www.sam.gov. This solicitation is comprised of two (2) projects being solicited together under a multi-year contracting authority; consequently, the solicitation reflects the combination of FY15 (GLAC 152999B) and FY16 (GLAC 152999C), subject to availability of funds within the congressional line item program (48 CFR 52.232-18). The NAICS Code for this requirement is 236220 Commercial and Institutional Building Construction size standard $36.5 million. Many Glacier Hotel Work Components GLAC 152999B and GLAC 152999C: The Work (GLAC 152999 Component B and C) includes critical health and life safety upgrades to Annex 2, the lobby and South Bridge of Many Glacier Hotel. The Base Construction contract will consist of Component B (GLAC 152999B) with an Option to award Component C (GLAC 152999C). Component B: Includes critical health and life safety upgrades to Annex 2 of Many Glacier Hotel. Work includes, but is not limited to complete replacement of: fire suppression, fire alarm, plumbing, electrical, and exhaust and ventilation systems; structural upgrades for gravity and seismic capacity, new slab work, repair/replacement of deteriorated or compromised structural members, fire resistance upgrades to architectural systems, select ABAAS upgrades, localized hazardous material remediation, and the removal/re-installation or removal/installation of new architectural finishes associated with this work. Due to the historic nature of this building, there are salvage, storage and reinstallation requirements of historic components. The majority of the work is interior. There are approximately 41,000 gsf and 115 guest rooms in Annex 2. Component C: Includes critical health and life safety upgrades to Lobby and South Bridge of Many Glacier Hotel. Work includes, but is not limited to complete replacement of: fire suppression, fire alarm, plumbing, electrical, and exhaust and ventilation systems; structural upgrades for gravity and seismic capacity, new slab work, repair/replacement of deteriorated or compromised structural members, including seismic mitigation to a 5 story stone chimney, fire resistance upgrades to architectural systems, select ABAAS upgrades, localized hazardous material remediation, and the removal/re-installation or removal/installation of new architectural finishes associated with this work. Due to the historic nature of this building, there are salvage, storage and reinstallation requirements of historic components. The majority of the work is interior. The Lobby and South Bridge constitute approximately 32,000 gsf and include 27 guest rooms, 6 staff rooms, as well as public areas of the Lake and Lobby levels that will be closed for the duration of the work. Project will be constructed under a single prime contract. The work shall be conducted in two phases. The first phase, GLAC 152999B will commence in September 2015 and work until the seasonal shut-down approximately the third week in December 2015. The Contractor will return to the site roughly around April 15, 2016 to continue the first phase. The second phase GLAC 152999C, is expected to begin April 15, 2016 and run parallel to the first phase until December 2016 when the seasonal shut-down occurs. It is expected that the Annex II construction work is complete by December 2016. It is expected that the Lobby South Bridge construction work is complete by June 8, 2017 after returning to the site early April 2017. 1.1 WORK UNDER OTHER CONTRACTS Retain this Article if work under this Contract depends on successful completion of work performed under other contracts and vice versa. General: Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract. Coordinate the Work of this Contract with work performed under separate contracts. A. Concurrent Work: Government will award an option for the Lobby and South Bridge (GLAC 152999C), upon availability of funds, approximately January/February 2016 during the winter shutdown. Those construction activities will be conducted simultaneously with work under the first phase (GLAC 152999B) 2016. 1. The Concessioner may have other projects running in other portions of the hotel, including, but not limited to, temporary renovations for relocated check-in for summer 2016, retail and snack bar area tenant finishes, Lobby room and specific guest room upgrades and overall maintenance activities. Contractor shall coordinate work with the Concessioner and their Contractors. 2. The NPS will have a design/build project at the Lobby to furnish and install the helical stair. General Contractor shall coordinate access and construction activities as needed. 3. The NPS and Concessioner shall be responsible for the removal and storage (before construction) and the re-installation of all furniture and non-building equipment. The estimated total price of both phases is between $10,000,000 - $12,000,000 including all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. The work associated with Phase 1 (GLAC 152999B) will be completed no later than 595 calendar days after the Notice To Proceed. The work associated with Phase 2 (GLAC 152999C) will be completed no later than 390 calendar days after the Notice to Proceed (NTP) has been issued. Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price. A pre-proposal meeting will be scheduled in July; the day, time and location are still to be determined. An amendment will be issued with the information prior to proposal submission.
