- Description
- The U.S. Army Corps of Engineers will be issuing an Invitation for Bid for a new construction project. The proposed work consists of cleaning and preparation of all corroded areas on the vertical lift railroad bridge over the Cape Cod Canal and the application of an epoxy rust penetrating sealer product to these areas. The epoxy rust penetrating sealer product shall then be overcoated with a paint product as recommended by the manufacturer of the sealer to provide UV protection. Approximately 21,350 square feet of the steel surfaces of the bridge structure have paint loss and/or corrosion requiring work by this contract. These corroded areas and/or areas of paint loss are found on parts of all the main bridge elements, including the approach spans, towers, and lift span. The Contractor will be required to access all areas of the bridge for cleaning, preparation, and painting. Preparation of corroded areas shall include solvent cleaning to remove grease, dirt, and salt, and removal of large or loose particles of paint and rust with a hammer or wire brush. Scraping, abrasive blasting, or other surface preparation shall not be performed and most corrosion shall remain at the completion of cleaning and preparation. Full containment is not required for this project, however, the Contractor shall collect all cleaning residue and particles resulting from hammering and wire brushing for disposal off-site in accordance with all applicable Federal, State, and local laws and regulations. Some residue and particles from preparation may contain remnants of the original lead containing primer used on the bridge. The Railroad bridge shall remain fully operation for the duration of this contract. Continuous Contractor coordination with the Cape Cod Canal Marine Traffic Controller and the Bay Colony Railroad is therefore a contract requirement to accomplish this work. The Contractor is strongly encouraged to visit the project site to ascertain current conditions. Failure to complete a site visit and failure to identify obvious site conditions does not constitute a valid claim for a differing site condition once the work is executed. This solicitation is unrestricted. The applicable NAICS code is 238320, size standard of $15,000,000.00. The projected is expected to range from $1 Million to $5 Million. This is not a request for proposals at this time, the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about 20 July, 2015. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov).
