- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a notice stating the Governments intent to enter into a Blanket Purchase Agreement (BPA) for Catering Services on Camp Ravenna Joint Training Facility, OH with qualified vendors under the parameters listed in this document. This information is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice of the Governments intent to establish this Blanket Purchase Agreement. This will be a multiple award BPA. Proposals from qualified vendors detailing their company's ability to fulfill the requirements stated in the body of this document are being requested and a written solicitation will not be issued. This solicitation is for Catering Services at Camp Ravenna Joint Training Facility, 1438 State Route 534 SW, Newton Falls, OH 44444. The selected vendor(s) will be required to, upon request by the Contracting Officer or his authorized Representative (Ordering Official), provide a binding estimate for the catering services required. If and when a catering estimate is accepted by the government the Contractor will be notified and the Contractor will provide services under the terms of this agreement. The requirement is for a vendor/vendors to provide catering for up to 100 Soldiers each, several times, throughout the year. These meals may be requested by units on a short suspense. Vendor(s) provide food for the event, the linens and centerpieces for the tables, and the labor for the setup/tear down of the equipment being provided by the caterer. The selected vendors will need to generally be located in/around the Camp Ravenna Joint Training Facility. Please see attached Statement of Work (SOW) for a detailed description of required services. This procurement will be awarded as 100% set-aside for small businesses. The BPA is being solicited under the North American Industry Classification System Code 722320 (Caterers), size standard is $7.5 Million. If a Blanket Purchase Agreement is entered into with a qualified business it is expected to be awarded as a one (2) year BPA with three (3) option years, re-evaluated annually. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82 The Blanket Purchase Agreement does not state or imply any agreement by the Government to place future contracts or orders with the contractor or be used any manner to restrict competition. The Government is only obligated to the extent of authorized calls placed against the BPA. QUOTATION PREPERATION INSTRUCTIONS To ensure timely and equitable evaluation of quotes, offerors must provide the following items: a.Offerors shall provide their catering menu/pricing list b.The offeror(s) shall include descriptive literature such as brochures or other relevant information that fully describes their business and their ability to complete the required services. Determination of a company's Technical Acceptability will be based on evaluation of information provided by the prospective vendor as to their ability to perform those requirements listed in the statement of work In addition to the required information listed above, please submit the following information pertaining to your company with each quote CAGE code DUNS number Prompt Payment Terms Date Offer Expires SPECIFICATIONS OF THE REQUIREMENT Specifics pertaining to the services required are listed in the SOW Document; any additional information required by a potential vendor should be posted to the contracting offices representative listed later in this document. Proposals are due no later than 30 July 2015 @ 2:00 P.M. EDT. ANTI-TERROSISM 5152.209-4000 DOD LEVEL I ANTITERRORISM (AT) STANDARDS (FEB 2009) (LOCAL CLAUSE) (a) Pursuant to Department of Defense Instruction Number 2000.16, quote mark DoD Antiterrorism (AT) Standards, quote mark dated October 2, 2006, each contractor employee requiring access to a Federally-controlled installation, facility and/or Federally-controlled information system(s) shall complete Level I AT Awareness Training on an annual basis and receive a certificate of completion. The training is accessible from any computer and is available at https://atlevel1.dtic.mil/at/. The contractor is responsible for ensuring that all applicable employees have completed antiterrorism awareness training and shall certify that their workforce has completed the training through the submission of completion certificate(s) to the Contracting Officer and the Contracting Officer's Representative (if appointed) within five working days after contract award or prior to access to a Federally-controlled installation or information system. (b) In the event that the automated system at https://atlevel1.dtic.mil/at/ is not available (e.g., server problems), Level I AT Awareness Training can be provided by a qualified instructor. However, if the training is not completed online, the Level I AT Awareness Instructor qualification must be coordinated with the Installation Antiterrorism Officer (or Installation Security equivalent) and the resultant name(s) of approved instructors shall be provided the contracting officer or designee along with all associated cost or schedule impacts to the contract. (c) Antiterrorism performance (Level I AT Awareness Training attendance and compliance) may be documented as a performance metric under the resultant contract, and be part of past performance information in support of future source selections. CONTRACT ADMINISTRATION RESPONSIBILITY FOR THE ADMINISTRATION OF CONTRACT a.The Contracting Officer is responsible for this contract. The Contracting Officer alone is authorized to the extent indicated in the contract to take action on behalf of the government which results in changes in the terms of the contract, including deviations from specifications, details and delivery schedules. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
