- PDF of Presolicitation Notice Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse Treatment (CSAT) intends to sole source to: National Association of Drug Court Professionals (NADCP), National Drug Court Institute (NDCI) 1029 North Royal Street, Suite 201 Alexandria, VA 22314 CSAT seeks to obtain technical assistance to help (1) support the promulgation of Veterans Treatment Drug Courts and (2) identify and develop improved program practices in Veterans Treatment Drug Courts nationwide. NADCP/NDCI is uniquely qualified to perform these services. Since its inception, NADCP/NDCI has highlighted drug court programs which exhibit exemplary practice to serve as educational and training sites for the drug court and broader justice field and public through the Mentor Court Network. Continuing in this tradition, the National Veteran's Treatment Mentor Courts serve as model court programs for individuals and court teams interested in seeing a well-functioning Veteran's Treatment Court in action. NADCP/NDCI is the leader in the field of drug courts and no other national drug court organizations have the requisite expertise, knowledge, and capabilities in the Veterans Treatment Courts arena. NADCP/NDCI is the preeminent source of research-driven training and technical assistance for drug court and problem-solving court professionals. Since its inception, NDCI has trained more than 36,000 drug court professionals in all 50 states and U.S. territories, as well as seven countries, and has developed 37 publications, disseminating them to nearly half a million professionals worldwide. NADCP/NDCI also provides training to over 3,000 drug court and problem-solving court professionals annually at its national conference; the largest training conference in the nation addressing substance abuse and crime. NADCP/NDCI's work provides it with knowledge and experience with state drug court programs across the nation, experts/practitioners who are knowledgeable on the subject matter, understanding of current Veteran Treatment Drug Court models, and access to veterans drug court programs' contact information nationwide. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services SAMHSA/CSAT is seeking in this proposed acquisition. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
