- The National Cancer Institute (NCI), Office of the Director (OD) plans to procure on a sole source basis the consultant services with MK Cira & Associates, LLC, 21 Ruaka Grove, Nairobi 00100, Kenya. This action will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 541990, and the business size standard is $14.0Million. Only one award will be made as a result of this notice. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The period of performance shall be for a six-month base period from time of award plus one six month Option Period, for a total of twelve months. The CGH project, Strengthening Cancer Research and Control in Kenya, is an opportunity to build on the significant USG investment in Kenya and to move the cancer research and control agenda forward. It is also an opportunity for the U.S. government to strengthen its relationship with the Kenyan government through this health diplomacy effort. It contributes to the US government’s global health vision of creating a healthier, safer world by: 1) developing a Kenya cancer research agenda that can inform cancer treatment and control in the U.S., especially for malignancies such as Burkitt’s Lymphoma and Kaposi’s sarcoma; 2) providing leadership and technical expertise in cancer research and cancer control planning to decrease the burden of cancer in Kenya; 3) advancing U.S. interests in international diplomacy, development, and security, through a strengthening the relationship with the Government of Kenya, Ministry of Health; and 4) it also supports the CDC in-country non-communicable disease work. The Center for Global Health (CGH) at the U.S. National Cancer Institute seeks to acquire the continued services of MK Cira & Associates, LLC. The company has extensive background research experience in cancer control and public health; has network within Kenyan Ministry of Health (MOH) and the American Cancer Society, which is essentially and necessary for the continued success of this project. SCOPE: The contractor shall provide the following: Develop agreed-upon work plan with the U.S. NCI and the MOH; Work with MOH to provide technical assistance to the Cancer Control Technical Working Group (CCTWG) for the implementation of the Kenya National Cancer Control Strategy and integration of action plans, with the intention of creating a country-owned sustainability plan moving forward; Develop avenues of communication between MOH divisions/units (Oncology Unit in the Directorate of Clinical Services; Division of Non-communicable Diseases and the Division of Reproductive Health Services in the Directorate of Preventive and Promotive Health Services), CCTWG, U.S. NCI, other relevant partners; Assist with finalizing the protocol for referring patients with known or suspected malignancy to county referral hospitals; Work with MOH to coordinate the dissemination of National Guidelines for Cancer Management to county governments; Assist MOH to plan, hold and evaluate one meeting – either a meeting to disseminate the National Guidelines for Cancer Management or a meeting to develop Cancer Chemotherapy and Radiotherapy Treatment Protocols; Provide guidance on the development of a National Cancer Control Strategy, working with technical experts at NCI; and participate in monthly calls with MOH, U.S. NCI CGH and cancer control consultants to review progress on each task(s). Based on the above, the National Cancer Institute (NCI), intends to sole source this award to MK Cira & Associates, LLC. The organization is uniquely qualified to assist NCI with the required tasks, due to knowledge pertaining to Kenya, the Kenyan Ministry of Health, and the cancer research and control landscape in that country. The NCI doesn’t know of any other company that has the capabilities and or established relationships such as those formulated by MK Cira Associates within Kenya. Changing companies would not be cost effective to the government and would be disruptive to the project. This is not a solicitation for competitive quotations. However, if any interested party especially a small business, believes they can meet the above requirement, may submit a quote and statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. All questions, quote, and the capability statement must be received electronically (via email) to Ms. Gwennifer Epps, Contracting Officer, at ge50d@nih.gov in MS Word or Adobe Portable Document Format (PDF) by July 20, 2015 no later than 11:00 AM EST. No telephone calls or facsimiles will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
