- Clarifications, Expectations and User Requirements D--This is a Request for Proposal as a combined Synopsis/Solicitation. The USPFO for Tennessee is seeking Small Businesses (SB) Community Members that qualify under the North American Industry Classification (NAICS) Code: 332312-Fabricated Structural Metal Manufacturing. The Small business size standard is 1,500 employees. This is a Request for Proposal. Your responses are sought to identify potential sources that have knowledge, skill, equipment, experience and past performance history necessary to build and deliver the Mobil Loading Ramp described further below w/ details in the attachment. Evaluation will be based on Lowest Price, Technically Acceptable. All interested and responsible contractors are requested to submit responses via email to CPT Adam Sanchez, Contract Specialist for the USPFO-TN at adam.w.sanchez.mil@mail.mil no later than Friday, July 17th, 2015 at 4:00 PM CST. Responses should include company name, address, contact name and title, phone number, email address, business size and classification/certification under the NAICS code listed above, Commercial and Government Entity (CAGE) Code, Duns Bradstreet (DUNS) Numbers, and a list of your company's three (3) most recent contracts/projects of the same type described in this notice, if applicable. Please limit Proposal responses to fifteen (15) pages or less. As part of the Response, please include a Design Validation for Load Capacity w/ Spec and 8.5"x11" Drawing as part of Proposal. This combined synopsis/solicitation is provided as information to the market place and is an invitation for proposal to perform and deliver the anticipated requirement. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. Any proprietary data used or developed for the design of the end product will be covered under FAR Clause 52.227-14. Delivery: FOB Destination Buy America Act Requirements for Steel apply per 49 CFR 661.6 and Implemented in FAR Clause 52.225-21 - Certification requirements for procurement of steel or manufactured products. Offerors must provide their certification of compliance in their response as per below: ___________________________________________________________________________ Certificate of Compliance with Buy America Requirements The bidder or offeror hereby certifies that it will comply with the requirements of 49 U.S.C. 5323(j)(1), and the applicable regulations in 49 CFR part 661. Date Signature Company Name Title ___________________________________________________________________________ Product Description: 80,000 lb capacity, steel and serrated steel mobile loading ramp minimum 40 ft length. Outside width 108 inches min and inside width 104 inches min. Max incline length of 30 ft with at least 10 ft of flat surface at top of ramp. Manual crank legs to support ramps (tractor trailer type) with adjustable and failsafe support. Must include hinged leveling plates mounted on truck approach for different height trucks without adjusting leg support. Must have 33 inch tires with 12 lug axles. Must have 6 inch safety curb on side of ramps, and at least 6 foot of safety chain in front to prevent dock from moving. Must have 7 foot heavy duty pintle tow attachment for moving around the motor pool (military style pintle tow system).
