Description
ALL OFFERS AND/OR QUESTIONS MUST BE DIRECTED TO KATHLEEN.CTR.VOSS@FAA.GOV IN WRITING. NO PHONE CALLS PLEASE. The Federal Aviation Administration (FAA) Mike Monroney Aeronautical Center located in Oklahoma City, OK, has a requirement for a Data Virtualization Tool. This software will be used to support the EIM strategy. Scope of Work: The Federal Aviation Administration (FAA) Solution Delivery Service (AIT/ADE-1) is seeking to procure a Data Virtualization Tool. Data virtualization (DV) is an umbrella term used to describe any approach to data management that allows an application to retrieve and manipulate data without requiring technical details about the data, such as how it is formatted or where it is physically located. It is used within Business Intelligence (BI), Service-Oriented Architecture (SOA) data services, cloud computing, enterprise search, and Master Data Management (MDM). Data virtualization tool must provide the capabilities in the attached Requirements document. The anticipated Period of Performance is for one year from date of award. This is a competitive, full and open procurement utilizing the Lowest Price Technically Acceptable process. The resulting contract will be a Firm Fixed Price Purchase Order. The North American Industry Classification System (NAICS) Code for this requirement is 541511, CUSTOM COMPUTER PROGRAMMING SERVICES. Quotations must be submitted electronically and must comply as indicated below: (1) A Firm Fixed Price quote with materials and delivery priced separately. (3) An executed copy of the attached Business Declaration must be submitted along with your quote. (4) All Prospective vendors must be registered in the System for Award Management (SAM) website https://www.sam.gov/portal/publics/SAM) for consideration of this award. (5) Offerors are cautioned to read the attached Terms and Conditions carefully, as they will be incorporated in the final award. The FAA will not pay for any information received or costs incurred for preparing responses to this announcement. Therefore, any costs associated with a response to the RFQ are solely at the interested vendor's expense. A tiered evaluation of offers will be used in source selection, and offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received. The CO will specify the tiered order of precedence for evaluating offers. An example of a tiered order of precedence is (descending in order): (a) Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program. (b) Service-disabled veteran owned small business (SDVOSB); (c) Very small business; (d) Small business; and (e) Other than small business. Once offers are received, the CO will evaluate a single tier of offers according to the order of precedence specified above. If no award can be made at the first tier, the evaluation will proceed to the next lower tier until award can be made with ample competition. The following timeline and delivery requirements for this effort are indicated below. If a quote is submitted without all required information as stated in this section, the quote will be eliminated from further consideration and deemed ineligible for award. 1.) Timeline: A. Questions regarding this RFQ must be submitted to Kathleen Voss no later than 10:00 am on July 7, 2015. B. Quotes must be submitted to Kathleen Voss no later than 10:00 am EST on July 9, 2015. OFFERS RECEIVED AFTER THAT DATE WILL NOT BE CONSIDERED. 2.)
