Description
This is a Notice of Intent (NOI), not a request for proposals for brand name or equal. The National Institutes of Health, National Institute of Allergy and Infectious Diseases in support of the Vaccine Research Center (NIH/NIAID/VRC) intends to negotiate on an other than full and open competition from Becton Dickinson and Company, 2350 Qume Drive, San Jose, CA 95131, for the following LSRFortessa Flow Cytometer Analysis Systems: 1. BD LSRFortessa Special Order System, Product Number: 647177 (Qty-8 each) 2. BD HTS LSRFortessa, Product Number: 647701 (Qty- 1 each) 3. LSRFortessa Special Order Detector, Product Number: 650279 (Qty- 8 each) This acquisition is to provide equipment to the Flow Cytometry Core Facility and satellite laboratory. The equipment to be provided is 40 parameter Flow Cytometer Analyzers with the following specifications. SPECIFICATIONS: In order to support existing research projects, to provide seamless transition to the new equipment, and to maintain experimental compatibility between existing equipment and the new equipment, the laboratory requires the following salient characteristics: - Must have the ability to customize and configure fluorescence detector capabilities, including user access to, and ability to change, fluorescence band pass and long pass filters - Must have forty (40) parameter simultaneous detection including FSC and SSC from five (5) lasers. - Must be upgradable to simultaneous 7 laser capability - Must contain simultaneous 40 parameter detection of 38 fluorescence markers plus forward scatter (FSC) and side scatter (SSC) signals - Must have automatic time delay calculation using instrument set-up software. - Must have variable detector configurations using reflected light decagon PMT arrays. - Must have LED pulsing for Quality Control (QC) by measuring relative background and noise - Must have integrated laser power control software that provides for turning power on/off and adjustable power level control for each of the software controllable lasers - Must have up to 5- lasers with the following wavelength (nm) and power output maximum (milli watts): a. 405 nm, 100 milliwatts b. 488 nm, 400 milliwatts c. 628 nm, 200 milliwatts d. 532nm, 1 watt e. 355nm, 60 milliwats - Must provide fully integrated automatic sample injection from microtiter plates (96 or 384 well) with operation controlled by the cytometer software. - Must have fluorescent resolution equal to or better of coefficient of variation (CV) area <3%, full G0-G1 peak for chicken erythrocyte nuclei (CEN) stained with propidium iodide (PI) - Must achieve separation of 0.05 um beads from noise on side scatter (SSC) channel. - Data acquisition rate of theoretical 70,000 events per second for typical operation of 20,000 events per second with sample concentration of 2 x 107 cells/ml at a sample flow rate of 60ul/ml Becton Dickinson and Company is the only known manufacturer and vendor for the products listed above. This will be a firm fixed price contract in accordance with the statutory authority for this sole source requirement 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source and no other supplies or services will satisfy agency requirements. All responsible sources who can provide this equipment may submit a proposal in writing showing their capabilities and past performance providing this type of equipment. The Government reserves the right to make a decision whether this requirement is available for competition. All responsible sources may submit a response that will be considered by the agency in writing by email to Sylvia Robinson at srobinson@niaid.nih.gov no later than 4:00 p.m. Eastern Daylight Standard Time (EDST), on/by July 10, 2015.
