- J&A 120 Gallon and 80 Gallon External Fuel Tanks for MH-60T Aircraft, United States Coast Guard, Aviation Logistics Center, Elizabeth City, NC NOTICE OF INTENT TO AWARD A CONTRACT ON A BASIS OTHER THAN FULL AND OPEN COMPETITION: The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Medium Recovery Range (MRR) Procurement Division, intends to solicit the Original Equipment Manufacturers (OEM) for 80 and 120 gallon external fuel tanks on a limited sources basis and award a single contract to the successful offeror. The OEMs are Sikorsky Aircraft Corp (CAGE 78286) and Robertson Fuel Systems, LLC (CAGE 1T765). The contract type will be Indefinite Delivery Requirements with Firm Fixed Price delivery orders. The Tanks are flight critical, non-commercial components for the MH-60T Aircraft. The contract will include a one (1) year base ordering period and four (4) optional one (1) year ordering periods. The statutory authority for this acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1 in accordance with FAR 6.302-1(b)(1)(ii). As a minimum requirement, all Offerors must be a NAVSUP WSS and/or a U.S. Coast Guard Aviation Engineering approved source of supply for these Tanks and must provide proof of such with submission of a proposal if other than the OEMs. There are no exceptions. The only 120 gallon external fuel tanks acceptable for use in the Coast Guard's MH-60T aircraft are those manufactured by sources of supply approved by Naval Air Systems Command (NAVAIR), through the Naval Supply Weapon Systems Support (NAVSUP WSS.) Information regarding NAVICP-PICA approval may be obtained from the following website: https://www.navsup.navy.mil/navsup/ourteam/navicp/business_opps. The only 80 gallon external fuel tanks acceptable for use on the Coast Guard's MH-60T aircraft are those manufactured by sources of supply approved by the U.S. Coast Guard Aviation Engineering Aircraft Configuration Control Board (ACCB). See attached J&A for additional details. Contract award will not be delayed pending certification. The North American Industry Classification System (NAICS) code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a small business size standard of 1,000 employees. The Product Service Code (PSC) is 1560, Airframe Structural Components. The small business set aside has been dissolved. One or more of these items is subject to Free Trade Agreements. Drawings or specifications are not available, and cannot be furnished by the Government. Delivery of a minimum of five (5) external fuel tanks is required nine (9) months after receipt of order (ARO); with the remaining quantity delivered at a minimum rate of five (5) external fuel tanks per month until order is complete. Earlier deliveries are desired and acceptable if there is no additional cost to the Government. F.o.b. point is Origin. Inspection and acceptance shall be performed by a Defense Contract Management Agency (DCMA) representative at the Contractor's facility. All external fuel tanks must be airworthy and suitable for installation on USCG aircraft. All items shall be delivered to USCG, Aviation Logistics Center (ALC), 1664 Weeksville Rd., Receiving Section, Bldg 63, Elizabeth City, NC 27909-5001. Solicitation number HSCG38-15-R-J00006 is assigned for tracking purposes only. No solicitation package will be posted. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, to mrr-procurement@uscg.mil with HSCG38-15-R-J00006 in the subject line which shall be considered by the agency if received no later than 12:00 P.M., (EST) on 30 Jul 2015. A determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government. The basis for award is Lowest Price Technically Acceptable and award of a contract rests with the submission of a technically acceptable offer conforming to the solicitation which will be most advantageous to the Government, price and other factors considered, inclusive of affirmative determination of responsibility, acceptable past performance, and the Contracting Officer's determination of fair and reasonable pricing. Anticipated award date is on or about 15 August 2015.
