- The U.S. Army Medical Research Acquisition Activity (USMRAA) on behalf of the U.S. Army Medical Research institute of Infectious Diseases (USAMRIID) is conducting market research to identify any sources with the capability of providing the required research animals described herein. This is a sources sought announcement for market survey to be used for preliminary planning purposes and to obtain information regarding the availability and capability of qualified businesses under the size classification relative to the North American Industry Classification (NAICS) code for the proposed acquisition. This is not a solicitation for proposals, proposal abstracts, or quotations and no contract will be awarded from this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Army Medical Research Acquisition Activity (USMRAA) on behalf of the U.S. Army Medical Research institute of Chemical Defense (USAMRICD), has reoccurring requirements for the purchase of a validated strain of swine for completion of mission-critical research. Based on the current research at USAMRICD, the specific model required is Sinclair Miniature Swine. Additionally, all animals are required to meet the following specifications: a. The animals shall be brown in skin pigmentation. b. No ear tags or ear notches will be placed on animals. Only Indelible, nontoxic marker will be used for identification during transport. Individual USDA tags will be provided to the Government for each animal shipped. c. Based on study requirements, there should be no significant wounds (more than minor scratches, cuts, or abrasions) on bellies or backs. The standard shall be that if the wound does not look like it is healing normally and will be healed within 1-2 days; it is too significant a wound for acceptance. d. Animal shall be naive (i.e., shall not have previously been used for any surgical or other research experimentation). e. Animals shall not be pregnant or reproductively altered f. Animals shall be in good health to include being well-fleshed and in good physical condition, and be free of physical malformations and clinical signs of disease. Animal's gait shall be normal (no limping). Animals shall have no obvious behavioral problems. g. Vendors shall provide total disclosure of any bacterial or viral diseases found in the herd in the past 24 months. Viral and bacterial diseases may impact skin condition and other aspects pertinent to the research the animals were intended. Any diseases identified in the past 24 months are not automatic means to reject the vendor's proposal but are considerations during bid evaluation as to whether this disease would adversely impact the research (i.e., research involving the skin) h.Testing, vaccinations and deworming. 1)Swine shall be from a certified brucellosis-free herd. In addition, animals will be from a herd that is regularly tested and found negative for Salmonella spp. and pseudorabies (herpesvirus). 2)Swine shall be from a breeding herd that has been vaccinated for the following: i.Bordatella ii.Erysipelas iii.Pasteurella multocida iv.Swine influenza virus (SIV) v.Porcine Parvovirus (PPV) vi.Leptospirosis vii.Cl. perfringens type c viii.E. coli ix.Porcine reproductive and respiratory virus, Newport (PRRSV) - preferable autogenous killed virus 3)NOTE: This vaccination schedule may be modified only with approval of attending veterinarian, MRICD, based on local agents of concern in the vendor's area. It is the vendor's responsibility to initiate and receive approval for any desired changes to this schedule. 4)Swine shall be administered an anthelminthic regimen (Ivomec or comparable) 2-4 weeks prior to shipment. This regimen may be modified with approval of attending veterinarian, MRICD, based on local conditions and previous history of the herd provided by the vendor. It is the vendor's responsibility to initiate and receive approval for any desired changes to this schedule. i. Documentation required: Each animal shall be accompanied by an individual health record, testing results, source, and complete medical and diagnostic history. j. Feed: Animals shall be accompanied by a three day supply of the standard ration that the animals have been previously fed. k. Shipping material: Will be retained by the shipper (removed from MRICD premises by shipper) after delivery. l. Animals will be rejected if they weigh over 12.0 kg or under 8.0 kg upon delivery. This sources sought announcement is open to both large and small businesses. The Government is seeking to identify qualified sources under NAICS code 112990, All Other Animal Production (size standard: $0.75 Million). Interested firms should submit a response via email to lisa.m.zarick.civ@mail.mil no later than 13 July 2015 that addresses all questions in the sources sought questionnaire below and include the requested documentation. All interested firms must be registered in System for Award Management (SAM) to be eligible for award of Government contracts. No hard copy or facsimile submissions will be accepted.
