Description
This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH) National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) is conducting a market survey to determine the availability and technical capability of qualified small businesses, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses capable of providing 10,400 Liters of liquid helium is needed, delivered in 100L and 250 L dewars. The liquid helium is needed to keep operational 18 superconducting NMR magnets, used for a wide range of fundamental biological and biophysical research, including the study of proteins related to a wide range of diseases, incl. diabetes, HIV, Alzheimer's and Parkinson's. The magnets are the center components of 18 NMR spectrometers, representing a total purchase value of ca 18 million US$, and are kept at ultra-low temperature (4.2 K) to maintain their superconducting properties. Failing to periodically refill the magnet with liquid helium will return in quenching the system, which can irreversibly damage the magnets. Data obtained from the NMR measurements provide unique insights into the molecular structure and motions of a wide range of proteins and nucleic acids, under study in NIDDK. The supplier of liquid helium shall have a proven track record of making reliable and timely deliveries of liquid helium, and must be registered with the Bureau of Land Management in order to have secure access to crude helium gas. The supplier shall be able to deliver the liquid helium promptly (maximum of 3 workdays notice), in either 100L or 250L units to the customer site. This request is for interested firms with the capability of providing the required equipment listed above are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 325120with a size standard of 1000. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. Capability statement must be received at the address identified in this synopsis no later than 11:00 A.M. local time on July 13, 2015.
