Description
Description: Sources Sought Notices (herein referred to as a Request for Information) are issued by the Department of State when performing market research to determine industry interest and capabilities. The Department of State is interested in the capabilities of both small and other than small businesses to perform the services, and is particularly interested in the capabilities of small business and strongly encourages responses from those businesses. This is a Request for Information announcement only. This is not a solicitation or request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on the submission of this Request for Information nor does it intend to pay for any costs incurred in response to this announcement. The Department of State reserves the right to terminate this request and change its requirements if needed. Responding to this Request for Information does not guarantee participation in future Department activities. Background: The Bureau of Consular Affairs (CA) is the public face of the Department of State for millions of United States citizens and foreign nationals around the world, a service-oriented global enterprise and policy partner. CA is responsible for the welfare and protection of U.S. citizens abroad, for the issuance of passports and other documentation to citizens and nationals, and for the protection of U.S. border security and the facilitation of legitimate travel to the United States. Consular Affairs also has a significant domestic presence, most notably the 29 Passport Agencies and Centers that deal directly with the U.S. public. These far-reaching consular activities have broad foreign policy and domestic political implications and involve serious legal, humanitarian and management concerns. Responsibility for these functions is vested within the Department of State in the Assistant Secretary for Consular Affairs and for their implementation abroad in consular officers assigned to foreign service posts. Performance Objectives and Requirements: This section outlines the objectives to be fulfilled under the Task Order and provides a list of Bureau of Consular Affairs (CA) Business Requirements Analysis, Validation and Enhancement services that are illustrative of current requirements and potential ad hoc projects. 1.1 Objective 1 - Business Requirements Analysis Provide an advanced set of Business Requirements Analysis services and other specialized support which will maximize the Bureau's ability to analyze business rules and requirements in order to strengthen management of consular information technology systems, financial resources, and human resources in support of consular activities and to perform its mission at a lower total cost and meet budget, schedule and quality goals. Services include, but are not limited to, the following activities: a. Evaluating CA business needs and identifying attributes, capabilities, and product/service characteristics that meet identified needs; b. Evaluating CA programs and projects to evaluate the performance of the project/program or a management process; examine the implementation problems it is facing and recommend practical solutions; explore the prospects of its sustainability; assess its impacts; and/or draw lessons for future programming; c. Facilitating dialogue with relevant partners, developers, vendors, or other experts, including coordinating, facilitating, and participating in working groups or related elicitation techniques (e.g. interviews, briefings, virtual collaboration tools, focus groups, surveys) for requirements gathering, demonstrations and management review groups; d. Providing support for the planning, development, documentation, and maintenance of procedures, standards, policies, and operational guidance; e. Managing the business requirements lifecycle in accordance with the Office of Consular Systems and Technology (CST) standardized software development methodologies (e.g. Rational Unified Process (RUP)); f. Analyzing and documenting changes in the business processes, regulations, or laws governing passport partners (e.g., The United States Postal Service (USPS), Department of Homeland Security (DHS), United States Virtual Observatory (VO), United States Government Printing Office (GPO), Social Security Administration (SSA)); g. Tracking the versioning of business requirements materials to CA stakeholders and partners; h. Disseminate business requirements materials to stakeholders and partners; i. Supporting and tracking compliance with applicable standards; and j. Preparing ad-hoc deliverables based on the scale and scope of each project. 1.2 Objective 2 - Business Requirements Validation Provide an advanced set of Business Requirements Validation services and other specialized support which will maximize the Bureau's ability to validate business rules and requirements in order to strengthen management of consular information technology systems, financial resources, and human resources in support of consular activities and to perform its mission at a lower total cost and meet budget, schedule and quality goals. Services include, but are not limited to, the following activities: a. Analyzing the impact of a new component on operations, identifying gaps between systems and operational guidance, and confirming functionality against real business scenarios through emulation of the business context prior to acceptance of a software release or hardware component b. Collecting, analyzing, and reporting on business requirements or User Acceptance Testing (UAT) progress against established goals, timelines and milestones (Note: validation techniques include User Acceptance Testing (UAT), a formal testing approach used to increase knowledge sharing and ensure consistent, reliable results through documented, repeatable processes); c. Identifying, developing, and implementing validation and testing models, approaches, and methodologies that will interface with the existing Consular Systems and Technology Configuration Management, Development Quality Assurance (QA), and Independent Verification and Validation (IV&V) processes; d. Validating that the appropriate organizations receive guidance related to business operations, rules, policy changes, and impact assessments; e. Verifying the successful implementation of business requirements; and f. Preparing ad-hoc deliverables based on the scale and scope of each project. 1.3 Objective 3 - Business Requirements Enhancement Provide an advanced set of Business Requirements Enhancement services and other specialized support which will maximize the Bureau's ability to improve and refine business rules and requirements in order to strengthen management of consular information technology systems, financial resources, and human resources in support of consular activities and to perform its mission at a lower total cost and meet budget, schedule and quality goals. Services include, but are not limited to, the following activities: a. Identifying, analyzing, and making recommendations for operational improvements, techniques, business process models, and/or application of methodologies (Note: Methodologies include Rational Unified Processes, User Acceptance Testing, Capability Maturity Model Integration (CMMI), etc.); b. Supporting the implementation of knowledge sharing and/or knowledge transfer activities among various organizations in CA in the areas of business requirements, analysis, and process management, as well as on approvals and technologies as they relate to CA business processes; c. Disseminating business requirements materials to CA stakeholders and partners; d. Updating and maintaining (non-server) existing SharePoint sites; and e. Preparing ad-hoc deliverables based on the scale and scope of each project. At this time, the Department is seeking sources capable of providing, under the General Services Administration (GSA) Mission Oriented Business Integrated Service (Schedule 874) Federal Supply Schedules (FSS): a) an advanced set of business requirements analysis, validation and enhancement services, as outlined in the Objectives stated above, which will strengthen management of consular information technology systems, financial resources, and human resources in support of consular activities and maximize the Bureau's ability to perform its mission at a lower total cost and meet budget, schedule and quality goals; b) access to deep pool of highly qualified subject matter experts who are available on short notice and for projects of short duration; and c) the above-referenced services to an organization consisting of 13,000 consular professionals in 300 offices around the world, including 29 passport agencies and centers. The Request for Information (Capability Statement) response should be concise and focused and not exceed seven (7) pages including cover pages, table of contents etc. 2. Sale brochures, videos, and other marketing information materials are not solicited and will not be reviewed. 3. Do not submit cost or price information with the response. 4. Interested companies shall submit an electronic copy of their capability statements via email to MazkourNL@state.gov. The due date and time for submission of responses is 11:00 AM (EST) July 23, 2015. 5. No phone calls related to this Request for Information will be accepted. All correspondence shall be via email. MARKET RESEARCH - CAPABILITY STATEMENT REQUIREMENTS A viable interested party shall demonstrate, in any capability statement submitted, the company's capabilities to meet the performance objectives and the customer's requirements. A viable interested party shall provide relevant, applicable examples of previous work or solution implementations, to include client points of contact. Content: Company and Contact Information: 1. Provide a summary of your company's relevant experience in providing a full range of business requirements analysis, validation and enhancement services, as outlined in the Objectives stated above; 2. Provide a summary of your company's relevant experience in providing services of these types to an organization of similar size to the Bureau of Consular Affairs; and 3. Provide a summary of your company's ability to hire and maintain qualified staff, handle personnel issues, assemble high quality staff to fill immediate requirements and provide staff with all the necessary support and oversight.
