The scope of DB services under this proposed contract includes design and the construction services for the repair and alterations of the 5th, 14th, and 15th floor in the Claude Pepper Federal Building, 51 SW 1st Avenue, Miami, Florida 33130-1608-for the US Department of Health and Human Services, Office of Medicare Hearings and Appeals. Project Summary: This project is to obtain Design-Build Services of a Design Build General Contractor (DBGC) (also referred to as Offeror or Contractor) who shall be singularly responsible to satisfy the terms of the resulting contract. This contract consists of repair and alterations of the 5th, 14th, and 15th floor in the Claude Pepper Federal Building. The building is located at 51 SW First Avenue in Miami, Florida. The building has 17 floors above ground and a penthouse. The 283,454 square foot structure was built in 1964. There have been no additions, but there was minimum rehabilitation in 2003/04 to certain restrooms and courtrooms. This contract includes a tenant build-out for the US Department of Health and Human Services - Office of Medicare Hearings and Appeals. All work shall include design and construction services with all incidental and related work for complete space modifications ready for the use intended. One Design-Builder will be competitively chosen in accordance with (IAW) Federal Acquisition Regulation (FAR) 36.3 and FAR 15.101-2. The proposed team's Experience on Similar Projects, Key Personnel, and Past Performance will be evaluated, in a Single-Phase, to determine which offeror provides the lowest evaluated price and meets technical acceptability standards for non-price factors. Proposals will be evaluated for the lowest price and then evaluated for technical acceptability. (FAR 15.101-2 -- Lowest Price Technically Acceptable Source Selection Process.) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government-Total Evaluated Price and other factors considered. For this procurement, Non-Price Factors, when combined, are significantly less important than Total Evaluated Price. The Non-Price Factors are not listed in a particular order. In accordance with FAR 36.204, Disclosure of the magnitude of construction projects, the Government estimates the range of this project falling between $1,000,000 to $5,000,000. The contract is anticipated to be awarded on or about September 2015-with a performance period of approximately 252 Days. This procurement is 100% set aside to Services Disabled Veteran Owned Small (SDVOSB) business concerns only. The North American Industry Classification System (NAICS) code is 236220. The size standard is 36.5 million. SDVOSBs, who may qualify for this procurement, are encouraged to submit a proposal, and will be given full consideration. Businesses who are not SDVOSB will not be considered. Offerors are required to include a bid bond with their proposals and the successful offeror will be required to provide 100% payment and performance bonds within 10 days of award. Joint Ventures: Joint venture or firm/consultant arrangements will be considered and must submit an acceptable joint venture agreement. All responsible sources may submit a proposal, which shall be considered by the agency. In order to be eligible for award offerors are required to provide electronic representations and certifications in System for Award Management (SAM) accessed via https://www.acquisition.gov. A pre-proposal conference is scheduled for July 09, 2015 at 1:00 PM Eastern Standard Time (EST) at the Claude Pepper Federal Building, 51 SW 1st Avenue, Miami, Florida 33130-1608. This meeting is to permit prospective offerors the opportunity to clarify any concerns regarding the RFP, and tour the Claude Pepper facility in Miami, Florida. Attendance at this conference is not mandatory to submit a proposal; however we consider it vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Any interested offerors must register with Julius Teal to attend the conference.
