- Draft Personnel, Payroll, and Benefits Metrics Draft Personnel, Payroll, and Benefits Statement of Work Draft Recruitment and Hiring Metrics Draft Recruitment and Hiring Statement of Work The Transportation Security Administration (TSA) is issuing this notice to solicit industry feedback on our draft requirements and performance metrics for: (1.) Recruitment and Hiring (R&H), and (2.) Personnel, Payroll, and Benefits (PP&B) processing services. TSA intends to execute a portfolio acquisition approach. Therefore, these requirements will be solicited separately. Vendors are encouraged to track changes in the attached documents and provide them in their response to this notice. In addition to providing feedback on the enclosed documents, TSA seeks recommendations on the following: 1. Would a performance work statement (PWS), statement of work (SOW) or statement of objectives (SOO) be most appropriate for this requirement? Please explain the rationale. 2. Identify and explain any suggestions for contract incentives/penalties that would best motivate contractors to ensure performance meets TSA's requirements. 3. What is the best way to obtain return on investment information? 4. How long would a transition period from the current contract to this vehicle take? 5. What information is needed to submit a proposal in response to the solicitation? 6. What information is required to submit a feasible transition plan in response to the solicitation? 7. Is the statement of work written so that it can evolve with technological advances or presidential / departmental mandates enforced during contract performance without a disruption of service or need for a change order? 8. How do you suggest TSA streamline our requirements (e.g., combine sections of the SOW, etc.)? Please explain the rationale behind these suggestions. 9. Are there any areas of the requirements documents that are not clear? This notice is for market research purposes only in accordance with Federal Acquisition Regulation (FAR) Part 10, and does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP). It is not considered to be a commitment by the Government. Participation in responding to this effort is strictly voluntary; however TSA invites all organizations capable of fulfilling these requirements to respond. The Government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. No basis for claim against the Government shall arise as a result from a response to this notice or Government use of any information provided. Any information provided will become the property of TSA and will not be returned or publicly released. Any information the organization considers to be proprietary should be clearly marked as such and will be handled accordingly. Response to this notice is not required in order to be considered for eventual award of these requirements; responses are an opportunity for industry to provide input, suggestions and recommendations. Further, an answer or comment on all content contained in this notice is not required in order to respond to this notice. Interested organizations are encouraged to share ideas and suggestions to all or some of the topics presented herein. At this time no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. All information received will be reviewed and considered; however the Government maintains control of the ultimate acquisition approach and contract structure for these two (2) requirements. Responses to this notice will be accepted via electronic mail to the Personnel Futures Acquisition Team at PFPAcqTeam@tsa.dhs.gov through 12PM local Washington, DC time (EST) on July 31, 2015. Submissions shall identify which requirement is being responded to in the subject line of the transmission email, and shall not exceed 8 MB. All other comments, inquiries, and responses shall also be directed to the Personnel Futures Acquisition Team inbox at PFPAcqTeam@tsa.dhs.gov.
