Description
Pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1(a)2(i), the U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Regulatory Research (RES), intends to issue a sole source award to Oregon State University, Department of Nuclear Engineering and Radiation Health Physics, Corvallis, OR 97331-5902. The purpose of this acquisition is to acquire contractor support for the VARSKIN/RAMP Community, as required by VARSKIN users and RAMP agreements for the VARSKIN software package. The contractor shall perform code maintenance, invoicing, fee collection, code distribution, continued software quality assurance, and possible execution of optional tasks related to code enhancement, updating NUREG/CR-6918, and presenting VARSKIN code updates. The anticipated period of performance will be for a 60 month period. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541990 “All Other Professional, Scientific, and Technical Services” and a size standard of $15 million. The Government intends to solicit and negotiate directly with Oregon State University and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to richard.robinsonii@nrc.gov. No faxed documents will be accepted. If no responsive statements are received by 7/17/2015 at 5:00 PM EST, an award will be made to Oregon State University.
