- Appendix A - Required Items The U.S. Department of State, Regional Procurement Support Office Fort Lauderdale, intends to purchase the equipment described on Appendix A on a brand name basis in support of Bureau of International Narcotics and Law Enforcement Affairs (INL), U.S. Embassy Mexico programs. The equipment acquired will be donated to the Government of Mexico (GOM). The GOM and INL have invested significant amount of resources in expanding the GOM's secured satellite communications capabilities. The equipment detailed in Appendix A will provide additional capabilities to the Government of Mexico and will build upon the efforts accomplished to date. The equipment will provide high-availability capacity to the GOM for interconnection of voice and data services for multiple GOM agencies under MEXSAT. MEXSAT is a comprehensive system of satellite communications both in the terrestrial and in the satellite segment. The system includes the Bicentenario satellite launched in December of 2012 which provides extended Ku-band coverage to the entire national territory and territorial waters. MEXSAT also includes two monitoring centers and related infrastructure in Mexico. MEXSAT aims to provide voice and video communications to Mexican agencies through the efficient use of the extended Ku-band spectrum. The equipment being purchased will augment existing GOM systems. Only the brand name products detailed in Appendix A will ensure compatibility with the built architecture / topology. Additionally, GOM personnel have already been trained to troubleshoot and fix this equipment. Introducing different equipment increases the risk of system malfunctions and will likely negatively impact MEXSAT operations. This notice is not a request for quotations and no solicitation is available. This acquisition will be conducted under the authority of FAR 13.501(a). Information received will be considered solely for the purpose of determining the final acquisition strategy. A determination by the Government not to compete this action based on responses received to this notice is solely within the discretion of the Government. The Government will not pay for any cost incurred in responding to this notice. Any information submitted in response to this notice is strictly voluntary. Responses to this notice must be submitted via email to FernandezJM@state.gov no later than 9:00 am ET on July 15, 2015. Telephone inquiries will not be accepted. Voice messages will neither be acknowledged nor returned.
