- Synopsis: The Department of Interior, National Park Service, intends to issue a Solicitation to Replace Roof on Building 269 Charlestown Navy Yard. The work of this requirement consists of furnishing all materials, labor, equipment, and supervision and performing all operations required to complete the work on Building 269 at the Charlestown Navy Yard, Boston National Historical Park, Boston, MA 02129. All work shall be performed under a single purchase order. New roof shall be similar to existing roof of adjacent Building No. 1. In general, the work consists of, but may not be limited to, the following: 1. Remove and dispose existing built-up roofing system, parapet and stone wall metal flashing, cap flashing, and base flashing to wood deck and replace with a new fully adhered membrane roofing system for a 20 (twenty) year warranty. New roofing system includes blocking, wall and base flashing, cap flashing, roof drain, and related roofing components. 2. Provide flashing at required locations throughout the roof per roofing manufacturer ¿s specifications for membrane roofing system including, but not limited to internal downspout, brackets, and stonewall flashing. 3. Salvage selected items including, but not limited to, roofing metal flashing panels. 4. Repair/re-point damaged stone wall joints to match existing in kind. 5. Remove signage of building number. Fabricate and install new to match existing. 6. OPTION #1: Replace deteriorated wood deck to match existing in kind of approximate 250 square feet. This is an estimate only. Exact amount is unknown until roofing has been removed. 7. OPTION #2: Replace deteriorated wood structural support components to match existing in kind of approximate 200 linear feet. This is an estimate only. Exact amount is unknown until roofing has been removed. 8. OPTION #3: Asbestos abatement pending on test results. This is an estimate only. Exact amount is unknown until results of asbestos testing are available. 9. OPTION #4: Remove thoroughly existing ivy on structure. Cut existing ivy four feet minimum all around from structure. Align ivy removal with ivy in stone wall of building #1. This is an estimate lump sum only. Exact amount until project is for bids. 10. OPTION #5: Repointing of brick façade mortar joints to match in kind. This is an estimate only. Exact amount is unknown until British ivy been removed. The successful Contractor shall commence this contract within (15) fifteen days after the receipt of notification to proceed. He shall prosecute the work with faithfulness and energy and in a neat and orderly manner so as to complete the work under this contract within (60) sixty calendar days after the date of receipt of notification to proceed. The location of the work is at the Charlestown Navy Yard, Boston National Historical Park, Boston, MA 02129. If a solicitation is issued, the Solicitation Number will be P15PS01521. Type of Acquisition: A competitive firm-fixed price request for quote, pursuant to FAR Part 13, is contemplated. The NAICS code for this project is 238160, Roofing Contractors, and the small business size standard is $15.0 million. The contemplated solicitation will be advertised as a total small business set-aside. In accordance with FAR Subpart 36.204, the magnitude of construction for this contract is between $100,000 and $250,000. If issued, the solicitation will be issued electronically, on www.fbo.com and/or https://www.fedconnect.net/FedConnect/Default.htm on about February 09, 2015. Search by referencing the solicitation number (P15PS01521) and/or by the agency (National Park Service). Potential offeror's will be required to visit either website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Prospective contractors must be registered in the System for Award Management, (www.SAM.gov) system prior to award of a Government contract. Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. It is recommended that your firm register immediately in order to be eligible for award. The anticipated date when quotes will be due is approximately 30 days after the solicitation is issued.
