- The National Park Service, Olympic National Park, intends to issue a Request for Quotations, seeking a contractor specializing in design and installation of water-based fire suppression systems to design and install an automatic water-based National Fire Protection Association (NFPA) Standard 13D (Standard for the Installation of Sprinkler Systems in Residential Occupancies up to and Including Four Stories in Height) fire protection system. System shall include aboveground distribution piping, sprinklers and other related components and appurtenances for coverage of the Hoh Apartments (Building 916), a 4-unit, 2,375 square foot single story, Type V Wood Frame structure. The system shall be designed and provided in accordance with NFPA 13, the International Building Code and the project scope of work. A two hour fire wall has been/will be installed between units two and three before project completion. The results of an NFPA 291 compliant fire hydrant flow test conducted on June 2, 2015 will be included as an attachment to the solicitation. Architectural, mechanical, electrical and structural shall be performed with extreme care to avoid damage to existing materials to remain or materials to be removed and reinstalled. Where ¿hot work ¿ (open flame, grinding, welding, brazing, smelting) is required the Contractor shall apply for, and have on site at all times, a valid National Park Service hot work permit. The authority having jurisdiction (AHJ) is the National Park Service Pacific West Region Structural Fire Management Officer. The work will occur in a structure that is being re-modeled, so all wall and ceiling drywall will be removed prior to the work of this contract. Rough-in work will occur with exposed wall studs and ceiling rafters. SITE VISIT. An organized site visit will be scheduled for this project. The details of the site visit will be provided in Section L of Solicitation Attachment no. 2, Terms and Conditions. Offerors are strongly encouraged to attend the site visit, to inspect the site, and to satisfy themselves regarding the conditions that may affect the cost of the products and performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The physical address of the building will be provided in the solicitation. Generally speaking, the Hoh Apartment is located in the developed area of the Hoh Rainforest sub-district of Olympic National Park, within Clallam County, WA. PROJECT SCHEDULE. The period of performance for this project will be from October 19, 2015 to October 30, 2015. The building will be available for contractor access on October 19, 2015. Work hours will not be restricted. The contractor shall be mobilized on-site and ready to begin work on October 19, 2015 and have all work completed, ready for final inspection no later than October 30, 2015. Interested parties that will be submitting a quote are hereby forewarned that the period of performance is mandatory, and is NOT negotiable prior to or after award. The Government intends to make award within a 3 to 5 calendar day period after the solicitation closes. SET ASIDE. This project is being solicited and awarded as a total (100%) Economically Disadvantaged Woman/Women Owned Small Business (EDWOSB) set-aside in accordance with FAR 19.15. The magnitude of construction for this project is between $25,000 and $100,000. This magnitude is required to be disclosed in accordance with FAR 36.204, however, this is NOT the Government's estimate. The government estimate may fall anywhere within this range. A single firm-fixed price construction contract will be awarded as a result of the solicitation. Solicitation number P15PS01700 will be issued as a Request for Quotations, posted to https://www.fbo.gov with a link to retrieve the solicitation form and all associated attachments at https://www.fedconnect.net on or about July 22, 2015 with a response date 30 days thereafter.
