- 100% SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET ASIDE The National Cemetery Administration is soliciting offers under Solicitation No. VA786-15-R-0303 for the following: The purpose of this contract is to provide Off-site Inscription Services on marble upright marble headstones, flat granite markers, small flat granite markers, flat marble markers, marble niche covers and marble memorial wall markers for Eagle Point National Cemetery and Roseburg National Cemetery. The period of performance will be from October 1, 2015 through September 30, 2016, with four (4) 1-year options, if exercised, to extend the term of the contract through September 30, 2020. This service includes all labor and materials necessary to: a) Provide and deliver, FOB Destination, inscriptions to Government Furnished blank upright marble headstones (U1), flat marble markers (F1), thin flat granite markers (J1), small flat granite markers (L1), marble niche covers (I1) and marble memorial wall markers (A1). The contractor shall have (10) calendar days, excluding federal holidays, as counted from the date following the day an order is sent to the contractor by MPS until the monuments are produced and made available to the cemetery for final inspection. b) The contractor shall provide all labor, equipment, and materials necessary to pick-up up government-furnished monuments and deliver completed monuments to the cemetery. The contractor shall use only materials provided by the cemetery for the purpose of this contract. c) The contractor shall be responsible for pick-up, packaging to prevent damage during shipment, palletizing if necessary, handling, and returning monuments to the cemetery. The cemetery shall be responsible only for making blank monuments available to the contractor and shall not be responsible for packaging the blank monuments. The contractor shall regularly pickup blanks from the cemetery to ensure work is completed within the required performance period. The contractor shall not be responsible for unwrapping, uncrating, or installing completed monuments. d) The contractor shall give the Cemetery Director or his/her designated representative at least 24 hours advanced notice prior to arriving at the cemetery for either picking-up or delivering The unit price is all-inclusive and covers the complete inscription ordered, regardless of the total number of lines or characters. The unit price shall be the total price paid for each monument inscribed, FOB Destination. The contractor shall be responsible for the security and protection of blank monuments which are considered government furnished property, provided to the contractor in connection with this contract. The contractor shall set aside blanks with blatant discrepancies. Contractors must notify the COR by email to MPSProgSupport@va.gov. The cemetery COR's have responsibility for confirming the unsuitability of blanks. The contractor shall inscribe all information contained on orders. The contractor's pricing in the Schedule is an all-inclusive price. This all-inclusive price includes all items as shown on drawings listed in Section 4.2. The end or limit of each line shall be indicated on a line-by-line basis as shown on the order. If any deviation from this is encountered, contact the MPS Program Support Unit at MPSProgSupport@va.gov. Inscriptions shall be made using an air blast abrasion method with a suitable, non-hazardous aggregate. The inscription shall have a depth consistent with the technical drawing and shall conform to the dimensions of letters and inscriptions as shown on the drawings. The layout of the letters, numbers and emblems shall conform to scenarios in the contract drawings. For all headstones and markers the name letters shall typically be letter size, L-1. Whenever the name to be incised is too long to fit on the headstone in the allowable space, use letter size L-3. If the name to be incised shall not fit using letter size L-3 contact the MPSProgSupport@va.gov for further guidance. When the name is inscribed in L-1 letters, all other inscription lines use size L-3 letters and numerals. When the name is inscribed in L-3 or L-4 letters, all other inscription lines shall use size L-4 letters and numerals. Occasionally, requests shall be received for emblems different from those detailed on drawings A-LNC&E-1, A-LNC&E-2 and A-LNC&E-3. These emblems shall be considered for inclusion in inscription data by the MPS Program Support Unit on a case-by-case basis. Upon receiving an order for an emblem that differs from the contract drawings, the contractor shall present the order to the designated COTR of the MPS Program Support Unit at MPSProgSupport@va.gov for verification prior to inscribing any such emblem. If approved, the contractor shall incise these emblems at no additional cost to the Government. The base line for all lines of inscription, to include section and grave numbers, shall be perpendicular to the sides of the headstone to a tolerance of plus or minus 1/16 inch, across the full width of the headstone. The depth of characters and emblems shall be uniform and the edges smooth. Submittal by Potential Offerors All potential offerors shall submit at their expense one marble headstone (U1) inscription sample, one flat granite markers (J1) inscription sample, one marble niche inscription (I1) and one marble wall marker (A1) inscription sample by the closing date of this solicitation. The samples shall be used to determine the potential awardees' ability to perform U1, J1/L1, I1 and A1 inscriptions. "Sample Requirements for U1 Inscriptions: One marble inscription sample " 22 inches long by 13" inches wide by ¾-inch thick on a white marble slab to be inscribed and packaged to prevent any damage during shipping. "Sample Requirements for J1 Inscription: One granite inscription sample "12 inches long by 24" inches wide by ¾-inch thick to be inscribed and packaged to prevent any damage during shipping. "Sample Requirements for I1 Inscription: One marble niche inscription sample "15-3/4 inches long by 11-1/4 inches wide by ¾-inch thick to be inscribed and packaged to prevent any damage during shipping "Sample Requirements for I1 Inscription: One marble niche inscription sample "7-3/4 inches long by 11-1/4 inches wide by ¾-inch thick to be inscribed and packaged to prevent any damage during shipping The samples shall conform to Government specifications for lettering, inscription depth and layout. The samples shall be clearly marked on the back with permanent marker to show the following: Contractor Name, Solicitation Number and Name of Cemetery. Emblem# 27 (refer to drawings for actual emblem to be inscribed) JONES (refer to drawings for correct size of "r") THOMAS X Jr 1ST LT US AIR FORCE WORLD WAR II KOREA OCT 31 1945 APR 19 2012 PURPLE HEART AIR MEDAL 101 ABN DIV Failure to meet any of the requirements will result in the rejection of the sample(s). The sample(s) shall establish the acceptable product for all inscriptions under this contract and shall be the basis for comparisons of all inscriptions services provided under this contract. All potential Offeror's who have submitted and received approval notification for a sample of the same monument type within the last 12 months may submit a copy of that approved sample review with the bid to avoid submitting an additional sample. If a prior approval is submitted in lieu of an actual sample, an electronic copy of such prior approval must be emailed to MPSProgSupport@va.gov prior to closing of the solicitation. The sample(s) must be received by Memorial Programs Service (MPS) prior to closing date. If a sample is disapproved by MPS another sample may be considered until the closing date of the solicitation. NO samples will be accepted after closing date. Once submitted the sample becomes the property of the Department of Veterans Affairs and will not be returned. Submit sample(s) to: Department of Veterans Affairs Memorial Programs Service Program Support Unit, Rm. 654 1575 Eye Street, NW Washington, DC 20005 Drawings: Full size copies of drawings are available upon request at no additional charge. The request should be e-mailed to the NCA Memorial Programs Service (MPS) Program Support Unit at: MPSProgSupport@va.gov and should include the contractor's name, physical street address, phone number, e-mail address, and the name of the drawing(s) requested. If hard copies of the drawings are desired, e-mail the request to MPS with sufficient time for the drawing to be mailed. MPS recommends vendors use full size drawings for determining work requirements. An extension to the solicitation's closing date may not be granted for failing to request the technical drawings with sufficient lead time. Lowest Price, Technically Acceptable (LPTA) Award will be made to the Offeror whose price is lowest among all proposals that are deemed to be technically acceptable. Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around July 08, 2015. Responses to the solicitation are due by 2:00 p.m. on or about July 29, 2015. Offeror's are advised that they are responsible for obtaining amendments to the solicitation which will be available at FedBizOpps. Evaluation criteria for this award will be in Lowest Price Technically Acceptable (LPTA). All proposals must be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. https://www.vendorportal.ecms.va.gov.
