solicitation Solicitation - FULL-TIME PERSONAL SERVICES CONTRACTOR (PSC) Special Assistant, Public Affairs Division RFQ Number MCC-15-RFQ-0166 The Millennium Challenge Corporation (MCC) seeks a Full Time Personal Services Contractor (PSC) to serve as a Special Assistant in the Public Affairs Division. This position is a one (1) year term position with 4 option periods of (1) year (renewable at the sole discretion of the government). Pay band is Level 5, Program Assistant, Special Assistant Equivalent $21.56 to $36.66 per hour ($45,000 - 76,508 annual) Key Responsibilities Performs and monitors established administrative management requirements. Applies administrative policies, maintains various systems, and handles travel or other staff requirements. Drafts correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues. Provides advice and guidance to managers and employees on questions and situations related to the administrative services provided. • Provides administrative support to the Managing Director (MD) and the Public Affairs (PA) team, assisting with internal systems, paperwork and travel arrangements. • Works with MD on resource management, staff training and document tracking; maintains the MD's calendar, manages appointments, and arranges meetings; participates in meetings on behalf of the MD and reports back. • Anticipates and prepares materials needed by the MD for appointments, internal and external meetings, telephone calls, etc., and informs the MD on matters to be considered. • Reviews materials prepared for the MD's approval for typographical accuracy and proper format; reviews, filters and summarizes relevant documents for the MD and works both independently and with staff to create briefing and decision memos. • Reads articles, publications and internal directives and takes action or refers those that are important to the supervisor and team. Designs, implements and oversees a system for efficient information flow between the MD and team, proactively engaging the team and others for updates on strategic priorities, and collecting internal and external documents and information for the MD's review. • Promotes integration and coordination across the MD's direct reports. • Manages team coordination activities including scheduling regular meetings, preparing agendas, note-taking and tracking follow-up items. • Interfaces with agency senior staff and other staff at all levels. • Assists with coordination, organization and planning of strategic agency events, including news conferences, receptions, ceremonies, public meetings, and photo opportunities. Assists with communications materials for public events. • Monitors and updates a comprehensive database of public affairs contacts to coordinate and plan strategic communications campaigns and events. • Manages or coordinates small projects, providing cost-effective approaches. • Maintains internal reports and planning documents • Performs research as requested. • Respond timely to external requests, referring requests to appropriate team members. • Routinely assists with the creation of briefing and decision making documents. • Performs other related duties as assigned. • Acts as a knowledge champion, to help and reinforce CPA's policies and processes across the agency. • Coordinates engagement-related or other administrative work, confirming that it's of high quality and delivered on time. • Develops advanced skills with knowledge management processes and tools. • Performs other related duties as assigned. Basic Qualifications Applicants must meet all the qualification requirements, including education and all qualifying specialized experience described below by the closing date of this announcement. Desired qualifications will be considered only once all education and qualifying specialized experience requirements are met. Please clearly demonstrate that you possess the following: Education/Certification: Candidates should hold, at a minimum, a bachelor degree in communications or public affairs, or a related discipline. • Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. • Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Qualifying required specialized experience: • Minimum of 5 years of previous communications or public affairs experience. • Experience working with media, working knowledge of successful social media planning and implementation. • Ability to think strategically and have planning and project management skills. • Highly proficient in written and verbal communication. • Experience in records management • Experience in media training. • Demonstrated professionalism, good judgment, positive personality and flexibility to work, as may be necessary, outside normal work hours to meet needs of the position. • Responsible and flexible attitude and capability to manage a variety of tasks with minimal supervision • Strong computer skills (MS Office, Internet, databases) • Proven interpersonal and cross-cultural skills. Desired qualifications: • Experience working with international organizations or donors a plus.
