- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through FAR FAC 2005-82 May 7, 2015. The associated NAICS code is 541380 and small business size standard is $ 15.0M. The solicitation number is DE-SOL-0008536 and is issued as Request for Proposal (RFP). The purpose of this solicitation is for the Department of Energy to obtain services to support ground water sampling, testing, and analysis for water wells located at the former Naval Petroleum Reserve 3 (NPR3) for the United States Department of Energy, Fossil Energy, Rocky Mountain Oilfield Testing Center (RMOTC), near Casper, WY. These wells are associated with the Department of Energy?s (DOE) Industrial Solid Waste Disposal Facility (ISWDF). Scope of Work, with appendices, attached as Attachment (1). All sampling, testing, and evaluation must be completed in accordance with the Closure/Post-Closure Environmental Monitoring Plan, June 2015 on file with the State of Wyoming and attached as Attachment (2). Bidders shall note that water well plug and abandonment and the drilling of new water sampling wells is included in this scope of work. Bidders shall provide a plan and pricing included in their bid for evaluation purposes, based on the information provided in the scope of work and well depth requirements of 200 feet. This work may be performed when DOE determines that the need exists. Note, plug and abandonment and drilling of new wells may be performed by another contractor as part of initial landfill remediation/reclamation efforts. DOE intends to award this contract with one base year of performance and four, one year optional periods of performance. Award will be based on a best value determination; technical approach and past performance when combined are more important than price. Period of Performance 07/20/2015 to 07/19/2016.
