BBG OSD Trainers SOURCES SOUGHT SYNOPSIS The Broadcasting Board of Governors (BBG) -Office of Strategy and Development in Washington, D.C. is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for organizing and implementing journalism training in various locations around the world. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611430. THIS IS NOT A SOLICITATION ANNOUNCEMENT. No contract will be awarded from this announcement. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort (with appropriate documentation supporting current and/or relevant past performance history), and organizational and staff capability. Proposals will be accepted from prime contractors only. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial and technical resources required to successfully perform similar requirements; 3) implement a successful training program that includes: group travel coordination, curriculum development and cost management. The Government will use responses to this Sources Sought Notice to make appropriate acquisition decisions. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by Tuesday, August 11, 2015. If you have any questions concerning this opportunity please contact: Alisa Martine at amartine@bbg.gov APPENDIX 1: Purpose and Objectives PURPOSE: The contractor(s) shall provide the following services in support of the Office of Development and International Media Training of the Broadcasting Board of Governors. To help organize, coordinate and implement journalism training in various locations around the world. Each training will have duration of three and half days with a maximum of five days depending on the topic, technical complexity and travel requirements. Trainings sessions to take place in various countries in Africa, South East Asia, Eastern Europe and Latin America, as outlined below. The trainer(s) should be fluent in English and have reading and speaking proficiency of at least one other language such as: French, Spanish, Russian, Mandarin Chinese or Arabic. The Office of Development & International Media Training projects the implementation of eight (8) trainings overseas. QUALIFICATIONS REQUIREMENTS We are looking for interested individuals or organizations with experience in broadcast journalism, health journalism, social media, digital technology in broadcast journalism, radio and television, digital and satellite radio and television and shall be responsible for: •Arranging for flights/ground transportation and lodging of reporters to come to and from the training sites location(s). The reporters shall travel from various countries and/or different regions within one country. •Paying for all hotels and airline flights. •Paying for airport transfers as necessary •Securing funds for incidental expenses for the journalists. •Working in coordination with the Office of Development and International Media Training of the Broadcasting Board of Governors (BBG),Invite expert speakers, panelists and/or keynote speakers as the need may be for any particular •Print and distribute conference materials •The Office of Development & International Media Training shall create the agenda/topics, syllabus and format of each training; the coordinator(s) shall work with ODIMT to make sure all training materials are ready on time for final distribution •Trainings may take place on a meeting room facility at a hotel or in a Binational Center under a U.S. Embassy overseas as necessary depending on the country. •The minimum technical equipment necessary to implement the training shall be: 1.Screen projectors for TV, Internet and Satellite broadcast 2.Internet connectivity 24/7 3.Wi-Fi connectivity in meeting rooms 4.Meeting rooms should accommodate between 20 and 40 people 5.Have capacity for simultaneous interpretation or consecutive translation if needed, in which case the contractor is responsible for securing the services of expert interpreters/translators at the local level 6.Contractor shall be responsible for paying meeting rooms in a hotel, however, if the meeting takes place in a U.S. government facility overseas the BBG will handle payments directly with them) •Provide expense receipts and final report •All documentation and reporting forwarded to the Office of Development and International Media Training of the Broadcasting Board of Governors.
