- Sole Source Brand Name Justification Marport NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Marport Stout, Inc. under this notice ABL-15252. The government intends to acquire the Marport Sensors using Far part 13 Simplified Acquisition Procedures not to exceed $150,000. The Resource Assessment and Conservation Engineering Division, Alaska Fisheries Science Center, National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. The Center provides scientific and technical support to NMFS for the management, conservation, and wise use of the Alaska region's marine and anadromous resources. The Resource Assessment and Conservation Engineering Division (RACE) has a requirement for Marport net mensuration sensors to measure net spread and mouth height to ensure that each and every tow used for stock assessment meets rigorous standards. Marport sensors are sophisticated electronic instruments used for measuring the area swept by the bottom trawl during Alaska fish and crab surveys. The Marport sensors must perform to the manufacturer's specifications and provide accurate and precise measurements during surveys. Marport net monitoring systems are widely used in the commercial fishing industry and have been used in all Groundfish Assessment Surveys conducted in harsh marine conditions such as occur regularly in Alaska's Bering and Chukchi Seas. Marport acoustic net mensuration systems utilize complex and proprietary algorithms that provide detailed measurements and vivid images for how a survey trawl is performing relative to its engineered design. The proposed vendor is the only vendor that can manufacture and provide these items. We estimate that each charter vessel should start the survey season with 3 full sets of sensors (master + slave). At present, we have only enough sensors to provide 2 units to each charter. Therefore the RACE Division desires to purchase over the next several years additional Marport master and slave sensors so that our working inventory consists of 15 sets. Purchase of up to six (6) new master and eight (8) new slave sensors total. The period of performance is for a one-year base period with three one-year option periods. Periods 09/15 - 09/20. The North American Industry Classification Systems (NAICS) Code for this procurement is 334419 with a corresponding size standard of 500 employees. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested person may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by July 21, 2015, 12:00 PM Alaska Time. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed item. No known potential alternate sources exist which could satisfy these requirement
