- 15RJQ06_syn N00164-15-R-JQ06 - SOLE SOURCE - HIGH ENERGY CONVERTERS FOR THE MULTI-SPECTRAL TARGETING SYSTEM - FSC 58 - NAICS 335312 Anticipated Issue Date 23 JUL 2015 - Anticipated Closing Date 28 AUG 2015 The Naval Surface Warfare Center, Crane Division intends to procure the requirement for the High Energy Converter, Part Number 4973932. The anticipated contract type is Indefinite Delivery Indefinite Quantity, Firm Fixed Price Supply Contract with an ordering period of 5 years. The delivery will be FOB Destination, NSWC Crane, Indiana. The ordering period is 5 years with a minimum quantity of 1 each of any configuration and a maximum total combined quantity of configurations of 150 for the High Energy Converters. This requirement will be negotiated on a sole source basis with GE Aircraft Systems LLC, 1000 MacArthur Memorial Highway, Bohemia, NY 11716 in accordance with Statutory Authority of 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1. "Only one responsible source and no other supplies or services will satisfy agency requirement." The basis for restricting competition was the lack of sufficient technical data, duplication of cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The request for proposal will not be made available through http://www.fbo.gov. The solicitation will be provided to the sole source contractor through electronic mail. The proposed noncompetitive contract action is anticipated to be an acquisition of non-commercial items. The anticipated contract action award date is January 2016. Responsible sources may submit capability statement, proposal, or quotation which shall be considered by the agency. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment.
