- Amendment 0001: This purpose of this amendment is to correct the Proposal due date to 23 July 2015. The Solicitation release date remains unchanged. The Solicitation will be issued on or about 09 July 2015. ********************************************************* The Naval Special Warfare (NSW) Command, Contracting Department, San Diego CA 92155 intends to award a 100% Small Business Set-Aside, Firm Fixed Price Contract to a Physical and Technical Surveillance & Counter Measures COI. The Contractor shall provide the personnel, management, materials, and equipment (not otherwise provided by the government) necessary to ensure all class participants receive training on technical surveillance, physical surveillance and effective technical and physical counter measures COI. Contractor shall also provide the following: • Train thirty (30) members in Technical Surveillance, Physical Surveillance and effective technical and physical counter measures. • The COI will be conducted 3 times per year for one 12-month base period and two 12-month option periods. BASE PERIOD 3 August-14 August, 2015 Technical/Physical Surveillance 25 April-16 May, 2016 Technical/Phvsical Surveillance 19 September-30 September. 2016 OPTION Year 1 24 April-5 June, 2017 Technical/Physical Surveillance 10 July-21 July, 2017 Technical/Physical Surveillance 18 September -29 September. 2017 OPTION Year 2 23 April-4 May, 2018 Technical/Physical Surveillance 9 July-20 July, 2018 Technical/Physical Surveillance 17 September -28 September, 2018 Prior to issuance of the solicitation package, vendors shall provide the Contracting Officer with the following information: Cage Code and identify whether or not they are foreign owned, controlled, or influenced companies. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The place of performance for training shall be within 1000 miles from Virginia Beach, VA. The North American Industry Classification System (NAICS) code for this acquisition is 611519. The size standard is $15 Million Dollars. A complete Request for Proposal package will be available for downloading at the FBO website: http://www.fedbizopps.gov on or about 09 July 2015. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
