Description
PURPOSE: The Nashville District U.S. Army Corps of Engineers (USACE) intends to issue an Invitation for Bid (IFB) solicitation to stabilize an existing cofferdam at Chickamauga Lock and Dam in Hamilton County, Tennessee near Chattanooga. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance. PROJECT DESCRIPTION: USACE anticipates a requirement for a firm fixed-price construction contract to accomplish the following work at Chickamauga Lock project. Major features of the Cofferdam Stabilization contract include: 1)Access by water. All work components will be on or inside the existing cofferdam located immediately downstream of the dam. The only access to provide equipment and materials to this worksite will be by water. A ramp dedicated to the contractor to provide land access to floating plant for this delivery is located within one eighth of a mile to the cofferdam and additional land area adjacent to the ramp will be available to the contractor. Flows out of Chickamauga Dam can impact water access during certain periods. 2)Grouting. Approximately 20,000 cubic feet of Portland cement grout is to be placed within some of the circular sheet pile cells that comprise a large portion of the cofferdam. Grout will also be placed within the spillway tie-in boxes. An onsite grout plant will be required with appropriate controls and instrumentation to maintain quality control requirements and is expected to be installed by the contractor on the top of the 50 foot diameter coffer cells or from a floating plant. 3) Dewatering. The contractor will be required to install a dewatering system to dewater the cofferdam and keep it dewatered after the grouting program is complete. 4) Exploratory Drilling. Within the cofferdam, 65 holes exploratory drill holes will be required, up to approximately 70 feet deep. 5) Instrumentation. Contractor will be required to operate and maintain an existing automated and manual government furnished instrumentation system. Existing instruments include inclinometers, piezometers, alignment pins, pressure cells and survey markers. 6) Construction of a 1500 square foot, slab-on-grade, steel framed storage building. This description is not intended to be all encompassing and is subject to change. NAICS CODE AND SBA SIZE STANDARD: The NAICS code for this project is 237990 with a size standard of $36,500,000. TYPE OF SET-ASIDE: The solicitation will be 100% set-aside for small business. SOLICITATION AND CONTRACT TYPE: It is anticipated that from the IFB Solicitation, the Government will award one Firm-Fixed Price Construction Contract to the company that provides lowest priced bid who is found to be responsive and responsible. DISCLOSURE OF MAGNITUDE OF THE CONSTRUCTION PROJECT: The disclosure of magnitude range is between $1,000,000 and $5,000,000. PERIOD OF PERFORMANCE: The anticipated contract period is 270 calendar days. SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is around July 21, 2015. The plans and technical specifications will be available at the time of solicitation release. SYSTEM FOR AWARD MANAGEMENT (SAM): Bidders must be successfully registered in the SAM, www.sam.gov, in order to receive a Government contract award. Bidders must have their representations and certifications available on-line in SAM or provide them with their bid in order to receive a Government contract award. ADDITIONAL INFORMATION: Specific information pertaining to this procurement will be available in the solicitation.
