- Description
- NASA/JSC has a requirement for Software Support Services to upgrade the software on its computer-aided dispatch (CAD) network in order to remain operational in the JSC Emergency Operations Center. A contract is needed to provide Software Subscriber Agreement (SSA) services to the RESPONSE CAD and mapping clients; Geo Server, Geographic Information Systems (GIS), Incident/Crime Information System (I/CIS) for law enforcement management, calls for service (CFS), and E911 ANI/ALI interface modules that work with the CAD. NASA/JSC intends to purchase the items from Public Safety Systems Incorporated (PSSI) on a sole source basis. PSSI is the manufacturer of the CAD network and the SSA is not sold or serviced by another vendor. Extensive time and additional expenses would be required for NASA JSC to procure another dispatch network system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 21, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
