- Missile Defense Agency - June 26, 2015 Contract Announcement Howard University, Washington, DC, is being awarded a contract with a maximum value of $261,324. Under this new competitive, cost reimbursement contract, the contractor will develop an electrical test process and augmented machine learning algorithm, which would reliably discover data correlations across various data points of the integrated circuit. Through statistical analysis, the data fusion engine will identify failures and potentially counterfeit parts. The work will be performed at Howard University, Washington, DC, in offices and laboratory facilities within the Communications and Signal Processing Laboratory, University Nanoscale Science and Engineering Facility, and Polyvea Incorporated with an estimated completion date of June 25, 2018. This contract was competitively procured via publication on the Federal Business Opportunities website under the MDA's Broad Agency Announcement for Advanced Technology Innovation (ATI); HQ0147-13-ATI-BAA. Fiscal year 2015 Research, Development, Test and Evaluation funds in the amount of $175,000 are being obligated on this award. In accordance with FAR 35.006 (c), the use of a cost reimbursement contract for this research and development effort is appropriate. This is not a Foreign Military Sales acquisition. The Missile Defense Agency, Redstone Arsenal, Alabama is the contracting activity.
