Document Type: Presolicitation Notice Solicitation Number: N02CO52637-78 Posted Date: 7/6/2015 Response Date: 7/21/2015 Classification Code: B529 NAICS Code: 541990 Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E140, Rockville, MD 20850, UNITED STATES Description National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics, (DCEG), Nutritional Epidemiology Branch (NEB), plans to procure on a sole source basis, 60,000 x 4ml urine specimens with its corresponding sample manifest data collected as part of the Golestan Cohort Study from Centre International De Recherche Sur Le Cancer (IARC), 150 Cours Albert Thomas, Lyon, FR 69008. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The Period of Performance is: Base Option: 8/1/2015- 7/31/2016 Option Period 1: 8/1/2016-7/31/2017 It has been determined there are no opportunities to acquire green products or services for this procurement. IARC houses all 60,000 urine samples from the Golestan Cohort Study. This is the only repository of Golestan Cohort Study urine, and the Golestan Cohort Study is the only prospective cohort in the world with the questionnaire data, biospecimens and follow-up data that NEB needs to examine the association of exposure to tobacco product constituents (volatile organic compounds (VOCs), tobacco specific nitrosamines (TSNAs) and polycyclic aromatic hydrocarbons (PAHs)) and disease risk in such a large group of people habitually exposed to hookah and nass smokeless tobacco in addition to cigarettes. NEB has worked extensively and published widely using the data and biospecimens from the Golestan Cohort during the last number of years and to ensure consistency with prior protocols NEB is requesting to perform this current analysis of tobacco biomarkers in the same cohort. Thus, the data NEB can obtain from this urine is unique, and this urine from the Golestan Cohort Study cannot be obtained from any other source. This information will inform not only the DCEG Tobacco Group but also the FDA Tobacco Regulatory Group and the CDC. Thus, this information has the potential to benefit the government by contributing significantly to the body of evidence determining public health policy related to tobacco products. The objective of this procurement is to obtain 40,000 x 4ml urine specimens (and corresponding sample manifest data) collected as part of the Golestan Cohort Study from the International Agency for Research on Cancer (IARC), Lyon, France for the Base Period. Additionally, there will be an Option Period 1 for the purchase of an additional 20,000 urine specimens. For the Base Period the Contractor shall: Provide 40,000 x 4ml urine specimens (stored at -80°C). Include a manifest detailing the location of each urine specimen. For the Option Period 1 the Contractor shall: Provide 20,000 x 4ml urine specimens (stored at -80°C). Include a manifest detailing the location of each urine specimen. The NCI COR (Contracting Officer Representative) shall provide the Contractor with protocols specifying procedures for receipt of the urine specimens at the NCI Biorepository, within one month of the award date. Deliverables for Base Period: The Contractor will provide the following deliverables (listed below) to the NCI COR. 1 The Contractor will deliver to the NCI COR electronic manifests to consist of an Excel spreadsheet detailing the box position of each of the 40,000 urine specimens. 2 The Contractor will make available 40,000 urine samples to the NCI Biorepository. Deliverables for Option Period 1: The Contractor will provide the following deliverables (listed below) to the NCI COR. 1 The Contractor will deliver to the NCI COR electronic manifests to consist of an Excel spreadsheet detailing the box position of each of the 20,000 urine specimens. 2 The Contractor will make available 20,000 urine samples to the NCI Biorepository. The delivery costs of the urine samples will be covered by a different mechanism not covered by this Contract. The NCI COR shall verify receipt of valid electronic manifests and urine samples at the NCI biorepository. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 10:00 AM EDT, on July 21, 2015. All responses and questions must be via email to Francisco Mendoza, Contracting Specialist at francisco.mendoza@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
