Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD anticipates awarding Northrop Grumman Systems Corporation (NGC) a Cost Plus Fixed Fee modification for sustainment engineering services to modify the Broad Area Maritime Surveillance Demonstrator (BAMS-D) Unmanned Aircraft System (UAS) for safety of flight. BAMS-D Command and Control for all links is required to be encrypted with hardware provided through the National Security Agency (NSA). The NSA has announced that a new key will be required for the COMSEC link. New keys will be issued and operationally effective December 2016. The contractor will be required to modify all common avionic assembly modems to dash 7 to comply with new keys issued by NSA. INMARSAT Incorporated confirms Mini-M Maritime and Land and Aero Mini-M legacy services (INMARSAT-3) for BAMS-D will be discontinued December 31, 2016 and will be replaced by Broadband Global Area Network (BGAN) (INMARSAT-4). Unless the INMARSAT is upgraded to accept the INMARSAT 4 link, then the military satellite link will be the only link available for the second BLOS C2 link. The contractor will be required to convert communication operations from INMARSAT-3 to INMARSAT-4. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. NGC is the sole designer, developer, and integrator of the BAMS-D UAS. Accordingly, it is the only contractor with the requisite personnel, technical knowledge, expertise, and technical data to provide the required services. Without this requisite knowledge and technical expertise the Navy would be unable to operate BAMS-D in theatre to provide support to deployed forces. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice.
