Description

Proposals are being requested and this solicitation DTFAEN-15-R-00090 is being issued as a Request for Proposals (RFP). If downloading is not possible, all requests for copies of the document(s) must be made in writing to the attention of Marc LeMay, Contracting Specialist, via e-mail at marc.lemay@faa.gov FAA has a requirement for to Replacement two existing antenna towers with two freestanding GFM towers at the Hinch Mountain TN RCAG located at Radar Tower Road, Pikeville TN 37267. Performance time for the entire project is 90 calendar days from the Notice to Proceed (NTP). The Primary NAICS code is 237130, Power and Communication Line and Related Structures Construction with a Size Standard of $36.5 Million. This requirement is offered as a Total Small Business set aside. SITE VISIT: Site visits must be arranged during normal duty hours by contacting: James Baldwin at 404-263-5627 no later than July 15, 2015 at 3:00 PM ET. The site visit is scheduled for July 17, 2015 at 10:00 AM ET. Please provide Company Name, full names of all attendees and date you will be attending when contacting the POC. All Requests for Information (RFI) must be emailed to the Contracting Specialist (marc.lemay@faa.gov) no later than July 24, 2015 at 5:00 PM Eastern Time (ET). Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. To be considered for award of this project, the contractor must be currently registered in the System for Award Management (SAM) database (website: www.sam.gov). All proposals must be received no later than August 5, 2015, at 5:00 PM EDT. Any responses received after the closing date and time, will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. Proposals can be submitted using the United States Postal Service (USPS) or any commercial mail carrier to the following address: Federal Aviation Administration Eastern Service Area Attn: Marc LeMay, AAQ-510ATL 1701 Columbia Avenue College Park Georgia. 30337 Mailed proposal must be sealed and labeled as follows: RFO # DTFAEN-15-R-00090. Offerors must submit one hard copy and one digital media proposal. No email or hand delivered offers will be accepted. This RFP is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. Magnitude of Construction Projects: The estimated construction price if between $100,000 and $300,000. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
