- Instructions for submittal of RFI response The mission of the BCS-F operators is to conduct surveillance and control of North American airspace, provide warning and assessment of aerospace attack, and to support responses against an air attack. The BCS-F System monitors airborne activity in support of the air sovereignty and aerospace defense missions of North American Aerospace Defense Command (NORAD), United States Pacific Command (PACOM), and Homeland Defense (HLD). It performs this support within its Area of Operations (AO) 24 hours per day, 365 days per year. The BCS-F System processes, integrates, displays, and distributes data from sensors, data links, and other Command and Control (C2) agencies to maintain situational awareness and support air interdiction operations. The role of the BCS-F has been extended to place greater emphasis on the monitoring of domestic air traffic as a result of the terrorist attacks on 11 September 2001. BCS-F provides a remote air picture view from the Air Defense Sectors around the Continental United States (CONUS) through Remote Tactical Air Picture (RTAP) to the Remote Workstation (RWS). The purpose of the system is to enable expedited and efficient command decisions regarding issues of CONUS air space. The system is used in various locations around the country and is a significant component of U.S. Homeland Defense. This Request For Information (RFI) notice is issued for the purpose of assisting the United States Air Force (USAF) with market research to better understand industry leaders' cutting edge components and equipment that could be used to support the BCS-F System by maintaining and modernizing the system to meet or exceed current capabilities and lead to better efficiencies and sustainment. Any information submitted by respondents to this notice is strictly voluntary. This is not a Request for Proposal or Invitation for Bid, nor is it to be construed as a commitment by the Government. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not pay for any information that maybe submitted by respondents to this notice. Your response to this RFI will be used for planning purposes only. If your response contains any data that you do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, please ensure you mark your response with a legend conforming to 48 C.F.R. § 52.215-1(e). Prepare and submit your responses in accordance with the "BCS-F Modernization and Sustainment RFI Response Instructions".
