- SOURCES SOUGHT NOTICE TEMPLATE 1.Solicitation Number:HHS-NIH-NIDA-SSSA-SS-2015-462 2.Title: Electronic Extensions for 7T/30 MRI System 3.Classification Code: 66 4.NAICS Code: 334516 5.Description: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: Body (volume) coils are used to transmit radio waves into subjects undergoing MRI scanning and may also be used to receive signals from these subjects to form images. On our 7T MRI scanner, the 72 mm 1H body coil is used in nearly every scan performed on mice. Since this instrument provides preclinical MRI data for the entire NIA IRP research program, and the majority of these data are acquired on mice, the operation of this coil impacts the research of numerous laboratories. The 72 mm coil currently in use is original to the installation of the scanner in 2003 and has been repaired numerous times. Although Bruker continues to perform these repairs, each time the coil fails, we must wait several weeks for it to be returned for use. This poses a particular impediment to performing longitudinal studies, where data must be acquired at specific time points, as well as cross-sectional studies on aging animals, who often must be scanned as soon as possible before they die. Purpose and Objectives: To address this problem, we propose to purchase a new 89 mm coil and to use this coil while maintaining the existing coil as a backup. This updated body coil offers several advantages over our existing coil, including circular polarization for increased sensitivity and greater transmission efficiency. In conclusion, by purchasing the proposed coil, we will ensure the availability of our instrument for scanning mice in collaboration with numerous NIA IRP laboratories while extending the performance of the 7T MRI scanner for demanding experiments, such as dynamic contrast enhanced (DCE) MRI of the liver and high-resolution imaging of musculoskeletal tissues. Project requirements: The contractor shall provide a MRI transmit-receive volume coil for scanning mice and rats meeting the following specifications: Inner diameter: 86 mm Outer diameter: 112 mm (fits inside Bruker BGA12S HP gradient set) Circular polarization Capable of transmit-receive and transmit-only operation at a proton frequency of 400.1 MHz Compatible with Bruker Biospec Avance I MRI console (this will require a RF quadrature combiner) The contractor will install this coil on NIH's existing Bruker Biospec 70/30 MRI scanner and demonstrate that the manufacturer's published specifications are met Anticipated period of performance: 60 days after PO is issued. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer. Facsimile responses are NOT accepted. The response must be submitted to Rodney Brooks, Contract Specialist, at e-mail address rodney.brooks@nih.gov. The response must be received on or before July 15, 2015, 12 pm, Eastern Time. "Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work.
