- The US Army Armament Research and Development Command (ARDEC) Benet Laboratories, located at Watervliet Arsenal, Watervliet New York is seeking capabilities statements from firms that can provide spherical powder metal to the Governments medium and large caliber cannon programs for the purpose of laser cladding ferrous and non-ferrous metals onto various cannon components. Specifically looking for capabilities to deliver powder material as well as convert raw stock into powder form. Materials consumed shall include, but are not limited to, Titanium, Stellite, Inconel, Tool Steel and high strength steel alloys. The contractor shall provide sources of homogenous, fine and super clean microstructure powdered metals that are for use in Laser Engineered Net Shape (LENS) applications and other manufacturing applications. Powders shall be used in deposition for corrosion protection, wear improvements, component repair and fabrication. The powders shall contain, at a minimum, the following salient characteristics: a. High purity, ultra-clean, low oxide formations. b. Consistent particle morphology with marked absence of internal porosity and nonmetallic inclusions. c. Highly spherical particles with no attached satellites, yielding excellent flow characteristics and consistent packing properties. d. Highly controlled, narrow particle size distributions, with tunable median size. e. Produced in an inert, Argon or Nitrogen, or vacuum environment. f. Materials shall include, but are not limited to, iron-based steels, cobalt-based alloys, nickel-based alloys, stainless steels, tool steels, titanium alloys, aluminum alloys, and inconel and low carbon steels. The Government contemplates issuing Blanket Purchase Agreement(s) (BPA) under which to purchase Powdered Metal Products. This notice is open to all business concerns; however, the government intends to evaluate and award BPAs to small business concerns. In the event that there are not enough responses from small businesses, the government will consider awarding to large business concerns. Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous contracts for similar supplies/services and other technical data. As prescribed in DFARS 252.204-7004, interested parties must be registered with System for Award Management (SAM) under the NAICS 332117 or 331110. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. The following information is required to register in SAM: DUNS Number; Tax Identification Number (TIN) and Taxpayers Name; Statistical Information about your business; and Electronic Funds Transfer (EFT) Information. All information is to be submitted in the English language via e-mail only (10MB limit) at no cost or obligation to the Government and will not be returned. Ensure that the e-mail is clearly marked to indicate its contents, the solicitation number, and the identity of the firm submitting. Proposals may be submitted in Word or PDF format only. Do not include links to websites in lieu of incorporating information into your proposal. Responses shall also indicate the size of the business entity; large or small business and indicate which of the technical areas(s) you are addressing in your submission. Please provide name of your firm, address, POC, phone/fax number, and email address. Interested firms are encouraged to submit their capabilities / qualification data NO LATER THAN COB 1600 Eastern Time on 17 July 2015. The Government will accept written questions via email only; Telephone inquiries will not be accepted. The Government will not be issuing a formal Request for Proposal (RFP) as this announcement will result in Blanket Purchase Agreement(s). In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice.
