- The following decription has been amended and the changes are BOLDED and UNDERLINED : We are conducting market research to identify potential 8(a) sources that could provide the technical expertise to enable the new Advance Metal Finishing Facility (AMFF) plating shop to become fully operational. Services include: the design and acquisition of fixtures to enable the plating of the aircraft parts; the design and acquisition of the required conforming anodes for the specified processes; the contractor shall provide completed Process Orders IAW all required current operating instructions to include AFI 21-101 and RAFBI 21-101 along with any other pertinent OIs. The contractor shall accomplish training for all production, planning and scheduling personnel to allow effective operations to commence with the completion of this contract and provide electronic copies of training manuals and training videos. The contractor shall accomplish development and preparation of all work control documents for this operation. The contractor shall accomplish the development and implementation of a test plan(s) for all operations in conjunction with the pertinent systems program office. The contractor shall supply all coupons, coupon test plans, and the tests and obtain the system program approval for the AMFF metal finishing process. Expertise of contracting personnel should focus on extensive years of experience in plating and manufacturing areas and should be degreed chemical, mechanical, and industrial engineers. The AMFF was constructed with automated plating equipment in place. This facility has nine (9) wet plating lines, that include/will include the following operations: Chromate Conversion, Sulfuric Acid Anodize, Aluminum Chemical Mill, Chromic Acid Anodize, Boric Sulfuric Acid Anodizing, Chrome Plate, Chrome Etch, Nickle Plating, Cadmium Striping, Chrome Striping, Ionic Vapor Deposition (IVD) Striping, Titanium Chemical Mill, Anodize Strip, Temper Etch, Manganese Phosphate, Black Oxide, Zinc Phosphate, Passivation, Manganese Treatment, Hard coat Aluminum Anodize, Anodize Dye, Electrolysis Nickel, Copper Plating, Silver Strip, Vapor Degreaser, and Maskant. The nine (9) AMFF plating lines have been initially charged with chemicals. Our acquisition strategy is to use a phased approach line by line FOC to achieve an overall FOC on ALL wet process lines by 1 June 2016. There will be an additional 2 option years to develop any new documents, fixtures, processes, etc. as the lines are run FOC for the preceding 12/24 months. Part I. Part II. Capability Survey Questions Describe briefly the capabilities of your company and the nature of the services you provide. Include a description of your staff composition and management structure. (REF PWS 1.1) Describe your company's past experience on previous projects similar in complexity to this requirement (specifically include any Government contracts). (REF PWS 1.6.8) Describe your company's equipment available (either by ownership or lease agreement) that would be required to perform these services (including safety and confined space equipment). If you offer these services to both U.S. Government and commercial sources, is the same workforce used for both the U.S. Government and general public?
