- The Federal Bureau of Investigation intends to issue solicitation DJF-15-0700-P-0019088 to establish a single-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for physical, chemical and detection characterization of improvised explosives. The contractor shall furnish all supervision, labor, facilities, supplies, and materials necessary to perform work associated with individual task orders. Contract period will be for a base period of one (1) year and 4 (four) 1-year option periods. Total contract period, to include all options, shall not exceed five calendar years. The Functional Areas to be covered under the IDIQ contract include, but are not limited to the following: 1. Project Management - Provide overall program management support 2. Explosives Synthesis and Characterization Testing - Develop and submit for Government review all methods, plans, and Standard Operating Procedures (SOPs) to safely synthesize, manufacture, handle, scale-up, and characterize explosives, explosives surrogates, and chemical precursors. 3. Explosives Detection - House, operate, and maintain various bulk and trace explosive detection systems (EDS), which may include checked baggage scanners, checkpoint baggage scanners, body scanners, trace detectors, standoff detection systems, and bottle liquid scanners. 4. Explosives Desensitization - Design, develop, and execute explosives research and testing efforts to enhance, validate, and document procedures to desensitize explosives. A majority of this work is anticipated to involve the desensitization of improvised explosives. The Government will specify in each TO the explosives and desensitizing materials to be tested. 5. Laboratory Instrumentation and Equipment: a. Laboratory Instrumentation and Equipment Market Research - Compile market research of laboratory instrumentation and make technical recommendations as to which equipment best satisfies the technical needs of the Government. b. Laboratory Instrumentation and Equipment Design and Fabrication - Design, develop, manufacture, and install custom-fabricated equipment and instrumentation to support explosives characterization and testing efforts. c. Laboratory Instrumentation Maintenance - Ensure that user-level preventative maintenance is performed on all GFE. 6. TEDAC Improvised Explosives Detection and Synthesis (TIEDS) Center - Provide appropriate temporary and/or full-time personnel to perform explosives characterization and detection testing along with appropriate management of related projects in Huntsville, AL. 7. Canine Explosives Detection - Provide support in the optimization of canine explosives detection efforts. 8. Technical Journal Articles - The Contractor shall prepare explosives research-related journal articles, as requested by the Government. Any prepared journal articles will be subject to the FBI Laboratory Division's publication policy. If approved, the Contractor shall submit them for publication in a peer-reviewed, technical journal to be specified by the Government. The Contractor will consult with Government technical representatives regarding the content of the article before its preparation. 9. Training - The Contractor shall provide training in the following areas: o Manufacturing, synthesis, scale-up, and testing of chemical precursors, explosives surrogates, and explosives. o Instrumentation/equipment setup, calibration, and utilization during testing efforts. o Technical data analysis. o Use of automated systems to perform data analysis. o Safe operation of all equipment using appropriate SOPs. o Maintenance of databases, network infrastructures, and secure data transfer and utilization capabilities. 10. Computer Modeling and Software Development - The Contractor shall develop appropriate computer models, software, and information technology (IT) infrastructure to support all tasks on this effort. 11. Mission-Critical, Operational Research, Development and Testing (RDT&E) of Explosives or Chemicals of Interest to National Security - Performance of physical, chemical, and detection characterization testing on chemicals and/or explosive mixtures to be determined by the Government from current intelligence and investigative information. This work is often mission-critical and requires a fast turn-around time. The Contractor must be able to operate within these time constraints if and when the need arises. Award will be made to the offeror who submits a proposal that is found to be the best value to the Government as defined in FAR Part 15. This RFP will be issued in electronic format only and will be available on or about July 18, 2015 on the Federal Business Opportunities (FedBizOps) websites. Accordingly, telephoned, mailed, e-mailed or faxed requests for the RFP will not be honored. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through the Federal Business Opportunities website. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation.
