- Attachment 2 - Photographic Equipment Grading Criteria Attachment 1 - Surplus Equipment for Trade-in PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. The Request for Quote number is DJF-15-1200-Q-0021485. The NAICS Code for this requirement is 333316 - Photographic and Photocopying Equipment Manufacturing; the size standard is 500 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-85. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. The Federal Bureau of Investigation's Forensic Imaging Unit (FIU) provides the FBI Laboratory with high resolution forensic photographic services including but not limited to: photographic documentation of evidence, shoeprint and tire tread photography, obliterated writing photography, indented writing photography, micro and macro photography, and alternate light source photography. Traditionally this was done with film camera systems but has transitioned to digital capture systems. FIU has a variety of 35mm and medium format film camera equipment, and enlarging lenses no longer needed and intends to trade the items identified in Attachment 1 of this announcement towards the purchase of the following brand name photography equipment: One (1) Phase One IQ160 Digital Camera Back One (1) Phase One/Mamiya Medium Format System with 80mm Lens Brand Name Justification : This procurement is being conducted in accordance with the Federal Acquisition Regulation (FAR) 11.105 (a)(1). The brand name indicated in this solicitation is the only product that will meet the requirements of the FBI. The IQ160 camera back system is needed to maintain compatibility with current camera system in use by FIU. FIU currently has two (2) existing Phase One camera back that interface with existing software as well as a cadre of medium format cameras. In order to maintain compatibility with these current systems, and more importantly, the large array of medium format lenses, it is imperative that the Phase One digital camera back and camera system be purchased. Purchase of any other system would require a purchase or a new pool of camera lenses and software. Additional information regarding Trade-In Equipment : • The 400+ items in Attachment 1 are being traded in as a single lot and cannot be broken out or subdivided into smaller groups. • All equipment is being offered as is. • See Attachment 2 - Photographic Grading Criteria for additional information on how the FBI determined the condition of the equipment offered for trade-in. Site Visit (Optional) : The FBI is offering an optional site visit for Offerors to view the items in Attachment 1 prior to submitting a quote. Offerors are not required to attend the site visit in order to submit a quote. The site visit to view the equipment to be traded in is scheduled as follows: When : July 21, 2015 Time : 9:00 AM - 2:00 PM Location : FBI Laboratory, 2501 Investigation Parkway, Quantico, VA 22135 Only Offerors who have submitted the information below by the cutoff date and time listed above will be able to participate in the optional site visit. Information required for optional site visit: 1. Visitor's Full Name 2. Company Name 3. Social Security Number 4. Date and Place of Birth (City and State) **Attendance is limited to 2 representatives per company. Due to security requirements all attendees must be U.S. Citizens. Please provide the information above for each attendee to Lynda Theisen at Lynda.Theisen@ic.fbi.gov or by fax at 703-632-8480. List of attendees along with the required information must be sent to the Contracting Officer no later than 8:00 AM July 14, 2015. Offerors are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered by the agency. Telephone request will not be considered. No questions will be answered over the telephone. All questions should be submitted by email to the contracting officer listed above. All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
